Description

The Regulatory Manager handles HUD planning and reporting requirements, environmental reviews, CAPER preparation, and contract regulatory compliance. 


HIRING SALARY RANGE $76,315 - $99,964 (Estimated Annual Salary)

ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate the importance of functions.)


Leads and directs Regulatory Specialists through selection, orientation, training, performance management, and discipline according to standard operating procedures and County policy. 

Leads and manages the oversight of environmental reviews, Lead-Based Paint Hazards regulatory compliance, County floodplain and building code requirements, FEMA requirements, and the Medically Indigent Assistance (MIAP) program.

Updates information and assists in maintaining the Integrated Disbursement and Information System (IDIS), Neighborly, the software used to track applications for various programs.

Supports program team in contract preparation to ensure that all necessary monthly/quarterly/annual reporting requirements align with 2 CFR part 200 and other applicable state, federal, and other program regulatory requirements. 

Maintains a thorough understanding and knowledge of grant programs awarded to Community Development and Revitalization; and reviews materials to become and remain current on all grants' principles, regulatory guidance, and compliance monitoring requirements.

Conducts first-level review of all subrecipient and internal contracts to ensure regulatory compliance before execution, including assessment of applicable federal requirements such as Davis-Bacon Act provisions, lead-based paint regulations, floodplain requirements, and FEMA standards.

Coordinates with the Deputy Director to ensure all environmental review records are current, complete, and audit-ready, and that all required environmental clearances are obtained before project commencement.

Prepares and submits the Consolidated Annual Performance and Evaluation Report (CAPER) and Annual Action Plan (AAP) in coordination with the Deputy Director and Senior Program Manager, ensuring timely and accurate submission to HUD.

Leads and directs the Regulatory Specialist through selection, orientation, training, performance management, and discipline according to standard operating procedures and County policy.

Performs in community engagement. 

Performs other duties or assumes other responsibilities as apparent or assigned. 


  1. A minimum of five (5) years or more of successful experience in federal grant management and regulatory requirements. 
  2. Bachelor’s Degree in a related field. 
  3. Supervisory experience preferred. 
  4. Must possess a valid SC Driver's license (or obtain within three (3) months of hire) and meet the County's motor vehicle policy requirements.
