Hiring Range: The hiring range for this position is $19.52 - $24.41 per hour; which increases based on years of service and experience.

Work Schedule:     Friday, Saturday, Sunday, and some Mondays from 8 am to 3 pm; the schedule may vary depending on the Town's needs.

NATURE OF WORK

As a member of the Public Services (Parks, Recreation & Culture/Public Works) team, individuals in this role serve as the primary point of contact for customers utilizing the Leaf & Branch Drop Site at the Public Services Facility. The responsibilities associated with this position include delivering exceptional customer service and overseeing the operations of the Leaf & Branch Drop Site. This role is essential in ensuring the safe, efficient, and compliant disposal of approved yard waste recyclable materials. Duties encompass processing customer credit card payments (cash payments are not accepted), verifying the residency status of customers in Windsor, and providing guidance on the proper utilization of the facility, including directions for the disposal of yard waste materials (such as leaves and branches) into designated roll-off bins. Additionally, the Attendant plays a critical role in maintaining site organization, preventing material contamination, and coordinating with operations staff regarding the management of roll-off containers, ensuring timely removal when they reach full capacity. The Attendant is also responsible for ensuring that the Leaf & Branch Drop Site remains free of debris and is clean.

This temporary employment may be scheduled throughout the year on a full-time basis, depending on the needs of the town, but will not exceed six months in length (or 1,040 hours, whichever comes first). Individuals in the position are required to perform work in a manner consistent with and exemplary of the town’s PRIDE philosophy and the town’s Equal Employment Opportunity policy.

 Individuals work under the direct supervision/leadership of the Town Forester to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

ESSENTIAL JOB FUNCTIONS

The incumbent in the Leaf & Branch Drop Site Attendant role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, division, and pursuant to laws, regulations, and practices. Incumbents in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
• Responsible for controlling, inspecting, recording, and tracking customer traffic, including the delivery of yard waste recyclable materials.
• Monitors and manages customer traffic entering and exiting the Leaf & Branch Drop Site, ensuring safe and efficient operations.
• Inspects incoming loads and verifies acceptable yard waste materials, including leaves and branches. Identifies, rejects, and reports prohibited or contaminated materials.
• Requires customers to provide proof of residency (e.g., driver’s license or utility bill with current address) prior to site use.
• Directs customers on proper unloading procedures, including requiring self-unloading of materials into designated roll-off containers.
• Ensures leaves and branches are separated in accordance with site requirements.
• Completes basic documentation, logs, and reports related to site usage, incidents, and daily operations.
• Coordinates with operations staff or supervisor to manage roll-off containers, including scheduling timely removal of full containers and placement of empty units.
• Supports safe compaction activities of roll-offs in coordination with operations personnel to maintain available capacity.
• Directs traffic flow within the site to ensure safe movement of vehicles, trailers, and pedestrians.
• Communicates clearly and professionally with the public regarding site rules, acceptable materials, and operational procedures.
• Tracks vehicle and load counts using established methods and maintains daily operational logs.
• Uses the established fees set by management for the Leaf and Branch Drop Site when processing customer transactions via credit card payments, including refunds and voids, and maintains accurate daily reconciliation records and submits receipts to the Public Works Administration team.
• Ensures customers are informed of applicable rebates (e.g., annual $10 rebate program) and assists with completion and retention of required forms.
• Maintains site cleanliness through light housekeeping duties, including litter removal, debris cleanup, and minor organization of unloading areas.
• Places trash in designated containers and reports full or damaged receptacles.
• Monitors site conditions and reports hazards, incidents, or emergencies to the supervisor immediately.
• Adjusts or suspends operations during adverse weather conditions (including snow, rain, or sustained winds of 35 mph or greater, or gusts of 55 mph or greater lasting one hour or more) to maintain public and staff safety.
• Ensures final customer entry occurs no later than 30 minutes prior to site closure.
• Performs a variety of heavy laboring activities, including the use of hand tools, light power equipment, and heavy construction and maintenance equipment.
• Inputs daily work data into a computer, iPad, credit card reader, and maintains records of work performed.
• Effectively communicates with the public and maintains a courteous and helpful attitude.
• Performs and fosters an environment of safe work practices and reports safety issues promptly to the direct supervisor
• Wears required personal protective equipment, including a safety vest, at all times while on duty.

OTHER DUTIES

Depending on organizational need, additional duties may include the following:

• The Leaf & Branch Drop Site Attendant participates in the Shared Fleet Vehicle Program, which requires and annual motor vehicle record check.
• Performs related duties as established by law/ordinance or reasonably directed by the town.
• Assists other town departments, as necessary.


EDUCATION, EXPERIENCE, AND FORMAL TRAINING

• Must be at least 18 years of age
• High school diploma or GED

LICENSES OR CERTIFICATES

• A valid Colorado Driver’s License that meets the Town of Windsor’s standards and ability to maintain throughout employment.
• CPR/1st Aid certification within thirty (30) days of employment

EQUIPMENT USED

Equipment used includes, but may not be limited to, the following:
  1. Equipment: Position requires the use of various equipment, including operating staff vehicles, wash facility & equipment, fueling facility & equipment, two-way radios, computers/tablets/other digital equipment, credit card reader calculators, copiers, printers, telephones, saws, weed eaters, hand blowers, common hand and power tools, shovels, rakes, and brooms. 
  2. Materials: Position requires the use of dirt/backfill, sand, road base, gravel, leaves, branches, green clippings/sod, and other yard waste materials as needed.




WORKING ENVIRONMENT & PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

The physical activities of this position include, but are not limited to, the following: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions.

The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); operating motor vehicles or heavy equipment; determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
The employee may be subject to the following environmental conditions: inside, such an office setting; outside, with little to no effective protection from weather; extreme cold, typically below 32 degrees for periods of more than one hour; extreme heat, temperatures typically above 100 degrees of periods of more than one hour; subject to noise and vibration.

The employee is subject to hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, exposure to high heat, or exposure to organic waste materials.

The employee is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system or the skin: Fumes, odors, dusts, mists, gases or poor ventilation.
