Description

The Transylvania County Tax Administration Department is seeking a Real Property Appraiser II to join the team. This position plays a vital role in property assessments throughout the county by conducting field inspections, evaluating property characteristics, analyzing market data, and determining property values for tax purposes. Working in both office and field environments, you will assess a wide range of properties. As a member of the County's reappraisal team, you will contribute to countywide revaluation efforts through property reviews, sales analysis, data collection, and statistical evaluation.

  • Appraises real property including new construction, rural vacant land, newly created sub-divisions, commercial, industrial, and tax-exempt properties.
  • Reviews building permits and parcel numbers; adds data to forms; organizes routes for appraisal review and inspection.
  • Assists with County wide revaluation by reviewing sales and performing statistical analysis to determine fair and equitable values within the County.
  • Reviews and audits Present Use Value and Exempt properties.
  • Makes field visits to collect data for appraisal of each affected parcel; measures new construction; reviews land; adds to existing sketches; determines how construction affects overall value; adds or deletes buildings.
  • Reviews data; makes comparisons in the real estate market; attaches fair market value; records data and values.
  • Meets with taxpayers with special problems; explores and researches facts; reviews data and decisions; makes recommendations on concerns and errors.
  • Serves as a member of the reappraisal team.
  • Discusses with realtors and appraisers’ comparable properties and their values.
  • Assists clerical and mapping personnel, as needed.
  • Attend seminars, conferences, and workshops to maintain current knowledge and trends on appraisal of real property.
  • Performs other related duties as assigned.
  • Knowledge of the procedures and standards for appraising residential, commercial, and rural properties.
  • Knowledge of current construction costs and materials, current property values, and future real estate and property issues.
  • Knowledge of the geographic layout of the County.
  • Knowledge of the laws, rules, and regulations regarding tax assessment and appraisal and County tax policies.
  • Ability to read and interpret land descriptions and tax maps; ability to sketch construction projects.
  • Ability to make computations accurately based on fair market value and the available database.
  • Ability to deal courteously and tactfully with the public.
  • Ability to establish and maintain effective working relationships with realtors, attorneys, property owners, contractors, and the public.
  • Ability to understand and use various computer applications in the appraisal process and in the database applications.
  • Ability to coordinate and work effectively in appeals and controversial tax evaluation situations.
Minimum Education/ Experience and Required Licenses or Certifications
  • An associate’s degree from an accredited college or university is preferred, along with at least one (1) year of related experience.
  • Ability to complete the North Carolina Department of Revenue Fundamentals of Listing and Assessing course, IAAO course, 101 Fundamentals of Real Property Appraisal and examination course. 
  • Driver's License valid in the State of North Carolina.

Physical Demands
  • Fieldwork required: Regular site visits to properties, including new construction, rural land, and commercial sites.
  • Physical activity: Walking, standing, measuring buildings, and sketching construction layouts.
  • Data handling: Reviewing and entering property data, analyzing market comparisons, and performing calculations.
  • Interpersonal interaction: Meeting with property owners, realtors, and other professionals to discuss property values and resolve concerns.
Work Environment
  • Combination of office and field settings: Time is split between desk work (data analysis, documentation) and outdoor property inspections.
  • Moderate supervision: Reports to the Reappraisal Manager but works independently on assigned tasks.
  • Collaborative team setting: Works closely with clerical staff, mapping personnel, and the reappraisal team.
  • Public-facing role: Frequent interaction with taxpayers and professionals in real estate and construction.
