Description

The City of Encinitas is accepting applications for a Contract/Part-time Program Assistant position in the Code Enforcement division of the Development Services Department. This temporary position will provide essential support to the division assisting the City’s Short-Term Rental (STR) program.
The Program Assistant will provide administrative, operational, and project support to Code Enforcement Officers and the Code Enforcement Division. This role is ideal for someone who is detail-oriented, organized, comfortable with fast-paced work, and committed to delivering excellent public service.
The ideal candidate is adaptable, organized, and able to work independently while remaining comfortable interacting with the public and clearly explaining City requirements. This individual maintains professionalism when handling sensitive or complex enforcement matters and demonstrates a strong interest in supporting community quality-of-life and local government operations.
This is a part-time, temporary, contract position. Incumbents work less than 999 hours per fiscal year at approximately 15-30 hours a week.
- Assist Code Enforcement staff with processing STR complaints, case file creation, documentation, and follow-up.
- Conduct data entry and maintain accurate electronic and hard-copy records.
- Prepare correspondence, notices, reports, and updates related to STR enforcement activities.
- Communicate with residents, property owners, and short-term rental operators regarding compliance requirements.
- Track deadlines, coordinate scheduling, and ensure steady case progression.
- Provide general administrative support, including tracking statistics, organizing workflow, and supporting project-related meetings.
Knowledge in: Customer service principles; Standard office procedures and administrative methods; Office technology and equipment, records management and electronic filling practices; Office software application; Basic mathematical concepts; English language, grammar, and punctuation.
Skill in: Communicating effectively, professionally and courteously with coworkers, supervisors and the general public; Establishing and maintaining positive working relationships, exchanging information clearly; Asking questions and seeking clarification when needed and understanding and following verbal and written instructions.
Training and Experience (position requirements at entry):
High School Diploma, or General Equivalency Diploma (G.E.D.) or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
