Job Summary:

 The Senior Regional Technical Officer - Clinical Services provides technical leadership and clinical guidance and oversight for the implementation of comprehensive HIV and TB services under the EpiC project in Tanzania. Strengthens the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region. The role provides clinical mentorship and capacity strengthening of health care workers and project staff, across the HIV/TB continuum, including HIV testing, ART, retention and viral suppression, advanced HIV disease, TB prevention and treatment, TB/HIV integration, infection prevention, and referral and linkage systems. The role also supports integration of services such as NCD screening and management and promotes evidence and data-driven approaches to improve service quality, patient outcomes and achievement of program targets.

Accountabilities:

Technical Requirements:

  • Provide technical oversight to ensure clinical service components are implemented in accordance with project objectives and expected outcomes.

  • Provides technical support, supervision, and coordination of council activities across all technical areas.

  • Provides timely technical guidance to identify and address emerging clinical and programmatic challenges.

  • Builds district capacity in program management and technical areas to support sustainability.

  • Provides technical input into strategic planning in strategic planning, implementation, monitoring, evaluation, capacity building, and reporting with district and R/CHMT teams.

  • Provides and coordinates technical assistance to health facilities, including startup support, staff training, clinical mentoring, Continuous Medical Education (CME), patient flow analysis, adherence improvement, and data use.

  • Establishes and maintains strong working relationships with R/CHMTs, facility in-charges, and other district stakeholders.

  • Provides technical oversight to ensure clinical services across supported service delivery points adhere to national guidelines and quality standards to achieve project targets.

  • Strengthens the capacity of regional, council and facility teams through mentorship, trainings, Continuous Medical Education (CME), and technical reviews and targeted capacity building interventions across the continuum of care

  • Provides technical assistance, clinical mentorship and supportive supervision to strengthen quality care, and address emerging clinical and programmatic challenges.  

  • Strengthens treatment outcomes across the care continuum including ART initiation, retention and re-engagement, viral load monitoring and suppression and differentiated service delivery (including MMD, AHD) for all populations.  

  • Provides technical oversight for priority clinical areas including strengthening TB prevention, screening and management, service integration across technical areas, pediatric and adolescent HIV care.

  • Collaborates with monitoring and evaluation team in using routine program and clinical data to identify performance gaps, guide corrective actions, and implement quality improvement strategies and patient outcomes.

  • Provides technical inputs in the development or revisions of national guidelines, SOPs, and job aids.

  • Facilitates technical review meetings and clinical case discussions to improve quality of care and document best practices.

  • Works with the M&E team to monitor and evaluate program performance as well as documentation and reporting for all care and treatment activities.

Applied Knowledge & Skills:

  • Expertise and strong knowledge of HIV/TB prevention, testing, care and treatment services.

  • Strong knowledge of Tanzania MOH, USG policies, guidelines, reporting requirements, and quality standards related to TB and TB/HIV programs.

  • Ability to analyze and use program data for performance monitoring, data quality improvement, analysis, and evidence-based decision-making

  • Demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building.

  • Strong leadership, team management, collaboration, and stakeholder engagement skills.

  • Demonstrated knowledge of quality assurance and continuous quality improvement principles in healthcare service delivery.

  • Excellent verbal, written, and interpersonal communication skills, with the ability to clearly communicate technical information to government counterparts, donors, stakeholders, and project teams.

  • Demonstrates cultural sensitivity and diversity as well as understanding of the political, contextual, and ethical issues in assigned work.

  • Strong organizational and analytical skills with ability to interpret data, identify issues, and provide recommendations for improvement.

  • Collaborative with influencing skills and ability to work effectively across multidisciplinary teams and build productive relationships with stakeholders.

  • Demonstrated proficiency in Microsoft Office Suite (Word, Excel, PowerPoint and Outlook).

  • Ability to identify operational and programmatic challenges, conduct root-cause analysis, develop practical solutions, solve problems and implement corrective actions to improve program performance.

  • Fluency in English and Kiswahili.

  • Exercises professional judgement in accordance with applicable technical standards, national guidelines, organizational policies, and project objectives.

  • Ability to make decisions and recommendations directly influence the quality, effectiveness, and timely delivery of unit and project objectives, with broader implications for organizational performance, stakeholder relationships, and program success.

 Supervision Given/Received:

  • Mentors and supervises project staff and strengthens their technical capacity and performance

  • Reports operationally to the Regional Manager and technically to the Central and Regional Clinical Coordinators.

Education: ** **

  • Degree in Medicine or related field with relevant national registration.

  • Master’s degree in public health (MPH) or international equivalent is an added advantage.  

Experience: ** **

  • Minimum 6 years of professional experience in HIV/TB clinical services, preferably within public health or donor-funded programs.

  • Proven experience in HIV/TB program implementation, clinical mentorship, supportive supervision, and quality improvement.

  • Experience working with MOH, R/CHMT, healthcare facilities, CSOs, and implementing partners.

  • Demonstrated experience in program monitoring, data analysis, reporting, and use of data for service improvement.

  • Experience working in multi-stakeholder and regional program environments is highly desirable.

  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% - 25% domestic travel to councils and health facility project sites to provide technical assistance, supportive supervision, stakeholder engagement, and implementation support

The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
