PRIMARY FUNCTIONS
Performs a range of professional-level responsibilities in developing, organizing, implementing, and coordinating safety and risk management programs, including workers' compensation, employee training, safety compliance, and emergency preparedness initiatives.
ESSENTIAL FUNCTIONS
- Develops and enforces safety policies and procedures in compliance with State and Federal Occupational Safety and Health Administration (OSHA) rules and regulations.
- Leads and actively participates in daily operations of programs aimed at minimizing risk and promoting workplace safety.
- Coordinates CUD’s response efforts with federal, state, and local agencies, including OSHA, TOSHA, law enforcement, fire departments, and other emergency responders.
- Oversees the ongoing implementation of the District's Safety Program to promote an injury- and illness-free workplace. Develops, reviews, and updates safety policies and procedures in compliance with legal requirements. Conducts employee training on a range of safety topics and inspects facilities and equipment to identify health and safety risks, ensuring compliance with state and federal occupational safety and health standards.
- Facilitates the activities of the Employee Safety Committee by organizing meetings, coordinating efforts, and gathering feedback and input from members
- Responds to accident and injury scenes to conduct thorough investigations, analyze contributing factors, and prepare detailed reports with findings and recommended corrective actions.
- Manages and supports the implementation of the District’s Risk Management Program, including receiving, investigating, and processing claims; prepares comprehensive reports with findings and recommendations.
- Collaborates with CUD staff to coordinate periodic inspections and ensure timely response to inspection reports and follow-up actions.
- Supports the ongoing implementation and coordination of the District’s Emergency Management Program by ensuring disaster readiness through training on the National Incident Management System (NIMS), facilitating emergency exercises and drills, evaluating staff performance, and assisting in the development of procedures for operating under emergency and non-routine conditions.
- Assists in the development and delivery of the District’s Safety and Risk Management training programs.
- Oversees the implementation and maintenance of a training schedule and records database.
- Supports the onboarding process by performing safety orientations and by reviewing safety policies and procedures with new employees.
- Maintains regular attendance and adheres to the prescribed work schedule to fulfill job responsibilities.
- Performs other duties as assigned.
Requirements
A. GENERAL REQUIREMENTS:
- Must adhere to District’s Residency Policy and maintain that status as a condition of continued employment.
- Workable knowledge of Rutherford County is preferred.
- Must have a good driving record and a valid Tennessee Driver’s License or will obtain within three (3) months of hire.
B. KNOWLEDGE/EDUCATION AND EXPERIENCE REQUIRED:
- Bachelor’s degree from an accredited college or university in Safety/Risk Management, Industrial Hygiene, Occupational Health, Safety Engineering, Environmental or Public Health, or a closely related field.
- Individual must possess sound judgment and integrity and must be a team player whose positive approach motivates employees to maintain an atmosphere of safety throughout the District.
- A minimum of five years of experience in safety management. Experience implementing safety programs and risk management programs similar to those required at a water utility are desirable.
- Certification by the Department of Labor as a certified instructor on OSHA standards for construction and general industries is desirable.
- Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Industrial Hygienist (CIH), Occupational Health and Safety Technologist (OHST), Certified Emergency Manager (CEM), Construction Health & Safety Technician (CHST) and Certified Hazardous Materials Manager (CHMM) designations are desirable.
- Certifications from AWWA and other recognized industrial safety organizations in areas such as safety training and hazardous materials and waste response are desirable.
C. SKILLS REQUIRED:
Knowledge of regulations, principles, policies, practices, and methods for developing and administering a comprehensive risk management program including emergency preparedness, safety, hazardous materials, health, safety, and claims. Ability to interpret those regulations and implement programs and procedures necessary to ensure District compliance.

- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
- Must be able to regularly lift and/or move up to 10 pounds, occasionally lift and/or move up to 25 pounds.
- Must have the ability to be able to wear and operate a half and full-face air purifying respirator and a supplied air system.
- Must have the ability to enter confined spaces such as tanks, vaults, and large diameter pipelines.
WORKING CONDITIONS: normal or usual conditions where work is performed
- Industrial environment of a water treatment plant, vaults, pipelines, support structures, and confined space environments; and is exposed to moving mechanical parts. The work involves working around toxic and hazardous chemicals used in the water treatment process.
- Occasionally exposed to interior wet and/or humid conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; risk of electrical shock; vibration and moving mechanical parts. The noise level in the work environment is occasionally loud.
- The Health & Safety Manager must be able to respond to a request to work on short notice.
