The Opportunity:
The desired candidate will work as a financial management/data governance subject matter expert as part of an Oracle E-Business Suite (EBS) integrated project team supporting a Department of War (DoW) multi-Agency program. The candidate will be part of a team where complex problem solving, and communication skills are critical to success. This senior resource will provide authoritative federal financial management and data governance expertise supporting Business Intelligence (BI) reporting initiatives, integrating and optimizing data consumption through ADVANA. The role ensures reporting accuracy, compliance, audit readiness, and actionable insights for operational and leadership decision-making.
Responsibilities:
- Serve as a SME for integrating financial, acquisition, and operational data into Advana for enterpriselevel analytics.
- Work directly with federal stakeholders to interpret requirements, validate data sources, and guide BI reporting solutions.
- Oversee development of enterprise dashboards, reconciliations, audit packages, and operational reporting aligned to DoD/Federal financial management standards.
- Ensure data quality, metadata management, lineage documentation, and compliance with FMFIA, FFMIA, and DoD FIAR requirements.
- Provide governance oversight for cross‑system data ingestion, including mapping, harmonization, and control enforcement.
- Support modernization initiatives including migration planning, readiness assessments, and functional validation of new reporting capabilities.
- Partner with technical teams to ensure correct interpretation of functional rules.
Required skills:
- Bachelor’s degree or equivalent and seven years of Oracle ERP implementation and sustainment experience.
- Deep functional expertise across Oracle EBS financial modules within a federal environment.
- Demonstrated experience designing or validating BI and operational reporting from Oracle ERP data.
- Knowledge of Advana (databases, data layers, and operational reporting workflows)
- Strong background in federal data governance, including standards, stewardship, quality controls, and metadata frameworks.
- Ability to translate complex financial rules into clear reporting logic, business rules, and validation steps.
- Familiarity with FIAR, USSGL, GTAS, SFIS, and Funds Control workflows.
- Excellent communication skills with federal financial executives, auditors, and analytics developers.
- Must be a U.S. Citizen and able to obtain an IT-2 background investigation.
Nice to have skills:
- Experience supporting DoD migration efforts to Oracle SaaS/Fusion or modernization of legacy EBS reporting.
- Exposure to AI‑enabled analytics, data quality automation, or advanced visualization solutions.
- Experience with Advana’s newer operational reporting pipelines or integration patterns with other DoD systems.
- Experience with Agile/SAFE methodologies

The proposed salary range for this position is:
