Under limited supervision, this position assists in planning, organizing, and coordinating the operation of the Engineering Department. Helps plan and manage capital improvement projects from project inception through construction close-out. Helps manage the annual budget process including cost estimating and long-range planning for the five-year capital improvement plan. Oversees the development of capital project plans and ensures that construction plans comply with City standards and requirements. Performs necessary calculations for drainage, roadway, and other civil engineering projects. Prepares, negotiates, and administers contracts with consulting engineers for design and construction management services and right-of-way acquisition firms; prepares requests for proposals; selects consultants; negotiates contracts. Reviews all technical documents; processes consultant pay claims and negotiates change orders; prepares applications for state and federal permits. Advertises and evaluates bids for construction contracts; prepares City Council agenda items for Council approval. Conducts site inspections to ensure adherence to contract as well as local and state requirements; provides solutions to construction problems; negotiates and recommends approval of change orders and prepares necessary documents for Council approval; processes contractor pay claims. Leads, guides, and directs the work of professional, technical, and clerical staff. Prepares reports for the Mayor and the City Council.  Assists in directing, planning, organizing, and reviewing the activities of the Engineering Department. Ensures compliance with city, county, state, and federal codes. Prepares reports for the Mayor the City Council and City Administrator. Serves in the absence of the City Engineer, as required.
Develops the Capital Improvements Program and annual program updates. Presents Capital Improvements Program to the City Council. Provides the City Council with reports and recommendations on major capital improvement projects and issues. Plans and organizes financing, scheduling, and implementation of the City’s Capital Improvements Program, including concept development, design, financing, contracting, construction, closeout and move in by user departments.
Determines scope of engineering projects; prepares Request for Proposal (RFP); coordinates the bidding process for assigned projects; oversees and participates in the assembly and preparation of bid documents including drawings, calculations, specifications, plans and support materials; assures bid documents, notifications, awards and related materials are distributed to appropriate contractors, outside agencies, and personnel according to established time lines; evaluates and recommends professional engineering consultants and contract awards.
Oversees construction, inspection, final completion, and project closeout. Consults and directs with consulting firms in development of capital projects plans. Approves pay requests from contractors and oversees program budgets.
Completes technical reviews and ensures that plans comply with City adopted capital plans and Engineering design manual. Examines construction plans, and associated grading, drainage, and traffic calculations.
Continually assesses program effectiveness and customer service, and institutes change as needed. Prepares appropriate departmental reports, bids, correspondence, policies, and procedures. Attends private and public meetings, making presentations to project teams, neighborhood councils, community groups, relevant agencies and the City Council.Education and Experience:
Bachelor’s level degree in Construction Management, Civil Engineering, Public Administration or related field; and
Six or more years of progressively responsible construction management or engineering experience including municipal government experience. Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Supervisor and management experience.

 
Licenses and Certifications:
Valid Driver’s License
Preferred: Licensed professional Engineer in Alabama. Certified Construction Manager and/or Certified Floodplain Manager.IMPORTANT JOB FUNCTIONS:
Provides project management of major and minor capital improvements from inception through bidding, awarding, inspecting, completion, and closeout.
Prepares budgets and requests for proposals for capital improvement projects; monitors expenditures; reviews and approves pay required.
Scopes and oversees prioritization, design, bidding and monitors paving work for annual resurfacing projects.
Prepares engineering reports, legal descriptions, cost estimates, recommendations, contracts and correspondence; authorizes progress and final payments to contractors based upon field inspections; performs field inspections and surveys as required.
Inspects capital projects for adherence to plans, specifications and compliance within City standards.
Oversees engineering work for complex Public Works construction projects.
Conducts final reviews of construction plans for capital and private development to ensure compliance with the city Engineering Design Manual.    
Examines subdivision plans, drainage calculations, grading plans, street improvement hydrological studies, storm drain plans and specifications for construction and development projects.
Performs necessary math calculations for drainage and other civil engineering projects.
Responds or corresponds in writing to questions relating to engineering projects and/or policy; prepares progress reports; researches and implements
computerized engineering applications.
Participates in long and short term planning for department objectives.
Prepares and generates information such as project cost estimates, maximum storm water flows, cost comparison rental vs. purchase, and speed limit study.
Performs other related duties as assigned.
