Performs a wide variety of complex technical and advanced accounting duties to maintain accounting and related records for the Town, including explaining and interpreting accounting information. Serves as a technical expert to lower-level classifications.

KNOWLEDGE

- Supervises and evaluates assigned staff; addresses employee concerns and issues; mentors, counsels, disciplines, and completes performance appraisals; conducts interviews and makes hiring recommendations; schedules and prioritizes work.
- Maintains customer accounts, which includes entering changes to customer accounts; process address, direct pay, and meter information changes; implements adjustments to account charges; creates and sends ACH file for payments; processes shut off notices.
- Manages the utility billing process, which includes creating reading files; loads and unloads software; verifies accuracy of reads and charges; prints bills; sends files electronically.
- Manages the payroll process, which includes verifying timesheets, maintaining employee records, calculating checks, creating ACH files, and printing checks.
- Processing payments to vendors.
- Processing collections.
- Performing account reconciliations, including bank statements, accounts receivables, and utility accounts.
- Performs related work as assigned.
KNOWLEDGE

- Automated accounting systems and administration principles and practices;
- Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities;

- Supervising and evaluating the work of subordinate personnel through planning, organizing, prioritizing, assessing, motivating and evaluating performance objectively;
- Maintaining confidentiality and exercising good judgment in handling sensitive information;
- Evaluating and analyzing complex financial data;
- Preparing statistical reports;
- Performing mathematical calculations and drawing logical conclusions;
- Handling multiple projects simultaneously;
- Observing, reviewing and checking the work of other department staff members to ensure conformance to standards;
- Interpreting applicable Federal, state and local laws, codes, ordinances, rules and regulations;
- Operating standard office equipment including a personal computer using program applications appropriate to assigned duties;
- Solving complex problems and making sound decisions;
- Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and other interested parties sufficient to exchange or convey information and to receive work direction.
