Within this context, the CTS Governance & Control Expert is responsible for delivering global governance and control outputs, ensuring strong risk management, regulatory readiness, and consistent control standards across Client Tax Services.
The team
Financial Crime & Fraud Prevention (FCFP) is part of COO and is a first line of defense organization. It leads the standardization of related processes, enhanced controls, shared tooling, and the optimization of operations across all business lines, helping to achieve a robust Financial Crime Prevention & Fraud environment and contributing to ING’s response to regulatory requirements while delivering customer value.
Within Global FCFP, services include Customer Due Diligence, Transaction Monitoring, Screening, Client Tax Services and Fraud Services, supported by global functions that ensure effectiveness, excellence, and oversight & control.
Global Client Tax Services (CTS) ensures frictionless client tax compliance for ING and its customers through accurate, timely client tax information sharing and strong global client tax knowledge. CTS simplifies complexity and enables compliance through consistent standards, strong collaboration, and increased automation of tax reporting and controls.
The CTS Governance & Control Expert is part of the CTS CoE & Oversight team and is accountable for delivering global governance outputs such as the Global Control Cockpit & MI pack, governance calendar, governance & control framework, control testing and assurance approach, issue & remediation log, and audit & regulator readiness pack. You work closely with stakeholders across CTO/KYC & CTS, COO Data & Analytics, ING Hubs, 2nd line, Legal, Countries and external regulators (e.g. DNB, ECB, FIU, US authorities). You report to the CTS CoE & Oversight Lead and are part of the global CTS Community.
Roles and responsibilities
In this role you will:
Oversee KPIs, performance metrics and control testing across CTS globally.
Ensure regulatory readiness by maintaining audit and regulator readiness packs and aligning governance practices to regulatory expectations.
Own Management Information (MI) and risk indicator reporting, providing transparency on performance, risks and remediation.
Manage key stakeholders through governance boards (e.g. Control Board), communication and alignment with Delivery and 2nd Line of Defense.
Define and maintain control standards, governance structures, RACI/accountabilities and decision forums across CTS.
Manage NFR and policy implementation, including translation of new regulations into standards and processes.
Drive the governance calendar and ensure consistent execution of governance routines.
Define and maintain the control testing and assurance approach across CTS.
Maintain a central issue and remediation log, ensuring follow-up and resolution of findings.
Collaborate with CTS Client Tax Product Experts and CoE to align governance with operational practice.

University or postgraduate (Master’s degree) in a relevant field.
8–12 years of relevant professional experience in client tax, financial regulation, compliance, risk management, or process design within a financial services environment.
Demonstrated experience interpreting tax and regulatory requirements (e.g. FATCA/CRS, US Withholding, DAC6, CESOP) and translating them into governance and control standards.
Experience supporting global or multi‑country implementations to ensure consistent governance and control application.
Experience translating regulatory and policy requirements into processes, controls, and standards that can be embedded across organisations.
Proven experience collaborating with governance, risk, compliance, and operations teams, as well as product-oriented teams balancing services, tooling, data flows, and user needs.
Experience contributing to audit responses, issue remediation, and control improvements within defined scope.
Track record in building senior management reporting packs and using data-driven insights to steer performance, risk, and remediation.
Ability to define control standards, governance structures, RACI/accountabilities, and decision forums.
Strong capability in process design, standardisation, and control embedding.
Ability to identify execution risks and gaps and translate these into actionable improvement proposals.
Solid understanding of NFR frameworks, control environments, and audit expectations.
Structured approach to problem solving, prioritisation, and issue escalation.
Capability to translate complex regulatory requirements into scalable, reusable, and user‑oriented governance solutions.
Strong analytical skills to assess product impact, execution risks, and dependencies across processes, data, and systems.
Strong communication skills, enabling effective collaboration in matrix organisations without hierarchical authority.
High degree of professional judgement and independence within a defined expert scope.
Proactive ownership of content and quality, while escalating appropriately to the CoE Lead.
Continuous learning mindset with contribution to knowledge development and community building.
Experience balancing client, 1st line and 2nd line interests.
Hands-on team player.
Organisationally sensitive.
