The City of Casper is seeking an engaged, collaborative planner to join our Planning Division. As a Planner, you'll work on a wide variety of projects involving land use, development review, zoning, floodplain management, GIS mapping, and long-range planning initiatives. You'll collaborate with developers, citizens, elected officials, and City departments to help ensure responsible, sustainable growth throughout Casper.

Incumbent is responsible for preparing planning reports and recommendations; preparing legal agreements, ordinances, and resolutions; coordinating the review of development plans with other departments and outside agencies; analyzing data; reviewing floodplain, zoning, subdivision, and building applications; and creating GIS maps.
REPORTING STRUCTURE:Receives general guidance from the City Planner or higher-level management.
2.Assists in preparing legal agreements, Municipal Code amendments, ordinances, and resolutions for review and approval by the Planning and Zoning Commission.
3.Provides information and technical advice to the public, developers, and other City staff regarding property zoning ordinances and related legal issues.
4.Coordinates the review of development plans with other departments and outside agencies; compiles information, facilitates discussions, and communicates decisions to developers.
5.Reviews floodplain, zoning, subdivision, site plan, exception/variance, conditional use, vacation and building applications for compliance with City ordinances.
6.Manages multiple development review projects in various stages of review and approval; tracks timelines, coordinates required actions, monitors progress, and communicates project status and next steps to applicants, departments, and outside agencies.
7.Prepares official correspondence, documentation and reports as assigned; serves as staff representation for a variety of boards, commissions, and committees.
8.Creates maps, charts, and tables from zoning and GIS data to be presented at public hearings.
9.Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
10.Performs other duties of a similar nature or level.

Planner I:
EDUCATION and EXPERIENCE
•High school diploma or equivalent (G.E.D.) required.
•Bachelor’s degree in planning, urban planning, land use planning, or a closely related field preferred.
•Minimum of one (1) year of increasingly responsible experience in municipal planning or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
LICENSING and CERTIFICATIONS
•Possession of, or ability to obtain, a valid Wyoming driver’s license preferred.
EDUCATION and EXPERIENCE
•High school diploma or equivalent (G.E.D.) required.
•Bachelor’s degree in City Planning, Land Use Planning, or a closely related field preferred.
•Minimum of four (4) years of progressively responsible professional planning experience that includes complex development review, project management, policy analysis, or long-range planning responsibilities, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
LICENSING and CERTIFICATIONS
•Possession of, or ability to obtain, a valid Wyoming driver’s license preferred.
•Possession of, or ability to obtain professional certification in a Community Development related field such as an AICP preferred.
City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:
•Emergency response/rescue
•Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
•Operating or maintaining water and wastewater systems
•Writing or modifying code, maintaining, or modifying City data systems including work on networks, servers, and communication systems
• CDL operations and driving
• Operating power-driven machinery or equipment
• Creating or modifying health, financial, security and/or risk documents or assessments
• Working with or directing minors
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
