Senior Manager/Principal Manager, Training Allowance (IMD)

[What the role is]

Incentives Management Division (IMD) is part of SWDA’s Incentives Management and Enforcement Group (IMEG) which contributes to pan-organisational efforts of building an effective, responsive, and inclusive CET eco-system through effective grant management, Skills Development Levy (SDL) collection, and enforcement against fraud and abuse. IMD administers Training Grants, Training Allowance and SkillsFuture Credits (Enterprise and Individual) to contribute towards the development of a responsive and high-quality CET ecosystem.

[What you will be working on]

As a Senior Manager / Principal Manager, the successful candidate will be part of a team which manages and administers SWDA’s SkillsFuture Mid-Career Training Allowance under the SkillsFuture Level-Up Programme and Workfare Skills Support (WSS) (Level-Up) Programme.

You will be responsible for reviewing and developing business processes to support incentive programmes, augment operational efficiency and improve service delivery in the administration of Training Allowance.

Responsibilities and Competencies:

• Stakeholder Engagement and Operations Management

  • Engage with learners, Training Providers and other stakeholders to support and manage escalated appeals and queries on verification of training allowance to ensure smooth operation in incentives administration, while ensuring compliance to grant governance framework.

  • Identify areas of risks, devise mitigating measures, and establish control measures to ensure operations align with intended policy parameters.

  • Support periodic audits by internal and external auditors.

  • Assist in the management of the outsourced service partner.

• Process Design and Implementation

  • Design, develop and streamline operational processes for administration of Training Allowance.

  • Coordinate with business technology to implement system enhancements and support system development projects.

  • Review workflows, develop SOPs and guidelines in alignment with funding policy implementation plans.

  • Build and continuously strengthen processes and operational policies to achieve high service standards.

• Data Management and Analysis

  • Work on datasets to perform data extraction, collation, tracking and analysis.

  • Draw insights from data analysis to facilitate administration of Training Allowance, risk management and process re-design.

  • Collate data and statistics and prepare information for reporting

[What we are looking for]

You should have a customer service mindset and be committed in resolving customers’ escalated appeals and queries. In addition, you should be detailed oriented and possess the below competencies required for operations management.

• Proficient in executing job duties with required competencies.

• Senior Manager: At least 6 years of relevant work experience in incentives management, grant operations, or project management. This is an individual contributor role.

• Principal Manager: At least 7 years of relevant work experience in incentives management, grant operations or project management. This role requires supervisory experience.

• Good analytical and problem-solving skills.

• Self-starter who works well independently within team and across teams.

• Detailed focused with strategic thinking capabilities.

• Good interpersonal relationship skills and adaptability to a fast-paced work environment.

• Able to multi-task, work independently and perform well under pressure and tight timelines.

• Strong in analysis, verbal and written communication, stakeholder management, and presentation skills.

• Proficient in word processing, spreadsheet (Excel) and presentation applications.

• Knowledge in grant administration, SWDA’s Continuous Education Training (CET) grants and relevant industry experience are advantageous.

Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
