Description
The Project Engineer applies technical, administrative, and project management knowledge to support the successful execution of sewer rehabilitation and infrastructure projects. Utilizes construction plans, specifications, schedules, contract documents, field data, and company software systems to assist Project Managers in planning, coordinating, tracking, and executing project work. Serves as a key link between field operations, project management, subcontractors, vendors, clients, and internal support departments to help ensure projects are completed safely, efficiently, on schedule, and within budget.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Pre-Construction Tasks:
- Review and understand project plans, specifications, bid documents, permits, and contract requirements.
- Assist Project Managers with project startup activities, including job setup in ERP and project management systems.
- Attend pre-bid, pre-construction meetings and assist with documenting and distributing meeting minutes.
- Prepare and track submittals, requests for information, permits, utility notifications, and project documentation.
- Assist with development and tracking of project schedules, work plans, and project budgets.
- Coordinate material procurement activities and prepare purchase orders.
- Prepare subcontract agreements, work orders and verify subcontractor compliance documentation.
Project Management Tasks:
- Maintain a working knowledge of project scope, contract requirements, and client expectations.
- Monitor project costs, quantities, production data, and budget performance.
- Assist with forecasting project costs and identifying potential budget variances.
- Track change orders and assist with preparation, pricing, documentation, and submission.
- Support project cost reviews and status reporting.
- Participate in project progress and scheduling meetings.
- Maintain accurate project records, correspondence, and electronic project files.
- Support preparation and submission of client pay applications, project deliverables, warranty documentation, and closeout records.
Technical and Field Support Tasks:
- Perform quantity tracking and production analysis.
- Support development of as-built documentation and project record drawings.
- Assist with coordinating material deliveries and subcontractor activities.
- Develop a working knowledge of rehabilitation methods, including cured-in-place pipe, manhole rehabilitation, cleaning, CCTV, point repairs, grouting, and related technologies.
- Operate computer systems proficiently, including B2W, Bluebeam, Microsoft Office, Microsoft Project, Spectrum, WinCan, GIS applications, and other systems as needed.
Financial, Administrative, and Safety Tasks:
- Miscellaneous administrative support for Estimators/Project Managers, General Superintendent, Site Supervisors, Business Development Managers and General Manager.
- Answer main office phone, organize and distribute mail and send overnight packages per project team, as required
- Review vendor and subcontractor invoices for accuracy and proper coding.
- Assist Project Managers with job cost management, reporting, and contract administration.
- Maintain organized records of project expenditures, subcontracts, purchase orders, and contractual correspondence.
- Understand and support Abel Recon safety policies and procedures.
- Promote safe work practices among project team members and subcontractors.
- Participate in safety meetings, audits, investigations, and corrective action activities as requested.
- Assist in maintaining compliance with applicable regulations and client-specific safety requirements.
EDUCATION AND/OR EXPERIENCE
- High school diploma or GED required.
- Associate's or bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, Business Management, or a related field preferred.
- Minimum of one year of construction industry experience preferred.
- Experience working with construction plans, specifications, and contract documents preferred.
- Utility rehabilitation, municipal infrastructure, underground utility, or heavy civil construction experience preferred.
- Strong computer skills required.
