  • Direct the operation of the 222-S Laboratory Complex and associated buildings, structures, equipment, and infrastructure.
  • Ensure safe and reliable facility operations in support of laboratory analytical requirements.
  • Establish and maintain effective operating procedures, work authorizations, shift operations, and facility operating controls.
  • Oversee facility status monitoring, equipment readiness, operating limitations, and abnormal condition response.
  • Ensure facility operations remain within approved safety and operational requirements.
  • Coordinate operational priorities with laboratory production, engineering, maintenance, radiation protection, and safety organizations.

Nuclear Safety and Conduct of Operations

  • Ensure implementation of applicable conduct of operations, nuclear safety, and facility operational requirements.
  • Maintain compliance with applicable documented safety analysis, technical safety requirements, operating limits, and associated controls.
  • Support facility readiness assessments, operational reviews, surveillance activities, and DOE oversight.
  • Establish expectations for conservative decision-making, procedural adherence, configuration control, and operational discipline.
  • Direct the operational response to facility events, equipment failures, and conditions affecting mission readiness.
  • Ensure appropriate corrective actions are developed and implemented for facility operating deficiencies.

Maintenance and Infrastructure Management

  • Oversee preventive, predictive, and corrective maintenance for facility systems and equipment.
  • Direct maintenance prioritization, planning, scheduling, and execution in coordination with laboratory operations.
  • Maintain effective work control systems, maintenance documentation, equipment histories, and asset management practices.
  • Oversee infrastructure improvements, equipment replacement, facility modifications, and lifecycle management.
  • Ensure configuration control is maintained during maintenance, modification, and engineering activities.
  • Identify aging infrastructure risks and develop plans to sustain long-term facility reliability.

Engineering and Technical Coordination

  • Coordinate engineering support for facility operating systems, equipment performance, and infrastructure improvements.
  • Support engineering evaluations, system assessments, troubleshooting, and technical problem resolution.
  • Integrate maintenance and project schedules with analytical production requirements.
  • Oversee contractor and subcontractor activities affecting facility systems and operational safety.
  • Support capital improvements, infrastructure upgrades, and equipment modernization initiatives.

Environmental, Safety, and Operational Compliance

  • Ensure facility activities comply with applicable environmental permits, safety requirements, radiological controls, and operating procedures.
  • Coordinate hazardous material management, waste management interfaces, industrial safety, fire protection, and emergency preparedness activities.
  • Maintain operational readiness for inspections, audits, and facility performance assessments.
  • Participate in event investigations, causal analyses, corrective action planning, and lessons learned.

Workforce Leadership and Performance Management

  • Lead facility operations, maintenance, work control, and associated operational support personnel.
  • Establish workforce qualification, training, and operational competency requirements.
  • Manage facility staffing, shift coverage, operational continuity, and emergency response resources.
  • Establish performance measures for equipment reliability, maintenance backlog, facility availability, schedule compliance, and operational events.
  • Develop workforce succession plans and promote effective coordination with represented employees and technical organizations.

Minimum Requirements

  • Bachelor's degree in mechanical engineering, electrical engineering, nuclear engineering, industrial engineering, facilities management, or a related technical discipline.
  • Advanced technical degree or relevant professional certification preferred.
  • Equivalent combinations of technical education, specialized training, and substantial directly relevant facility operating experience may be considered.

Experience

  • Recommended 12+ years of progressively responsible experience in nuclear, industrial, chemical processing, high-hazard laboratory, or similarly regulated facility operations.
  • Recommended 5+ years of management experience overseeing facility operations, maintenance, engineering, or integrated work control functions.
  • Demonstrated experience managing facility operating systems, technical personnel, equipment reliability, and maintenance activities.
  • Experience implementing operating procedures, maintenance programs, safety controls, and facility readiness requirements.
  • Experience managing operational risks, abnormal events, corrective actions, and regulatory oversight.
