  • Support cross-agency and cross-system collaboration among education, vocational rehabilitation, workforce, postsecondary, disability, and other partners by facilitating shared priorities, leadership structures, communication, coordination, and joint implementation.
  • Apply research, policy, evidence-based and promising practices, and implementation frameworks to help partners select appropriate strategies, understand relevant policy contexts, adapt approaches for local fit, and strengthen implementation quality.
  • Facilitate implementation meetings, site visits, strategic planning, readiness assessments, trainings, and other structured technical assistance activities, and document progress, barriers, decisions, recommendations, and next steps.
  • Contribute to development of NDC systems-change tools, resources, analyses, and knowledge products, including documenting lessons from intensive technical assistance and translating implementation experience into practical guidance for broader use.

Required Qualifications

  • Five or more years of experience in technical assistance, systems change, policy or program implementation, program evaluation, organizational improvement, or related work within education, vocational rehabilitation, workforce development, postsecondary education, or other public systems.
  • Demonstrated experience analyzing policies, programs, practices, systems, or data and translating findings into actionable recommendations.
  • Experience facilitating strategic planning, action planning, implementation, evaluation, or continuous improvement with organizations or multi-partner teams.
  • Demonstrated knowledge of data-informed decision-making and familiarity with administrative, program, institutional, or population-level datasets.
  • Experience working with deaf people and deaf communities.

  • Advanced knowledge of education, workforce, vocational rehabilitation, transition, or postsecondary policy and systems.
  • Experience with implementation science, readiness assessment, organizational assessment, systems mapping, program evaluation, quality improvement, or sustainability and scale-up planning.
  • Experience facilitating multi-agency partnerships and working with state agencies, public systems, or organizational leadership.
