Overview

The AFGHS-Jhpiego project is funded by the U.S. Department of State (DoS) to support the delivery of lifesaving, comprehensive maternal, newborn and child health (MNCH) and malaria services across Mainland Tanzania and Zanzibar. It aims to improve service and data quality, strengthen health-system integration and resilience, facilitate effective transition, and promote local ownership and accountability for sustained health outcomes.

 

Jhpiego works closely with the Ministries of Health in Mainland Tanzania and Zanzibar, the Reproductive and Child Health Section (RCHS), the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures to align implementation with national priorities and strengthen locally led implementation and oversight.

 

The Technical Officer – Malaria Clinical Services (TO-MCS) provides field-level technical and implementation support for malaria case management and integrated vector management, and related service quality improvement activities under the project's malaria component. The role supports quality service delivery, adherence to national technical guidance and standards, and routine use of service delivery and surveillance data to identify gaps and improve performance.

 

Supervised by the Field Team Leader with technical oversight from the MCS Senior Specialist, the TO-MCS serves as the field-based counterpart to Regional and District Malaria and IMCI Focal Persons, supporting timely, accurate, and actionable use of data at regional, council, facility and community levels. The role operationalizes approved technical guidance and MCS approaches at regional, council, facility, and community levels through planning, implementation support, mentorship, follow up, and identification and resolution of service delivery gaps. The TO-MCS contributes to achievement of approved milestones and measurable improvements in quality of services and program performance.

 

The TO-CBHS supports the progressive transition and institutionalization of project-supported community health approaches within routine government systems. Working with regional and council counterparts, the role strengthens local capacity and ownership, integrates community health activities into government plans, budgets, supervision, data, and accountability mechanisms, and identifies and addresses gaps that may affect continuity of services. The TO-CBHS supports government counterparts to increasingly lead, manage, monitor, and sustain community-based MNCH and malaria services beyond direct project support.

Responsibilities

. Technical Support and Quality Improvement

  • Provide technical support for health facilities and community-based Malaria Case Management (MCM) and integrated vector management (IVM), including prevention, diagnosis, treatment, reporting, and routine surveillance across project-supported geographies in the region.
  • Support service delivery assessments, structured mentorship, supportive supervision, and follow-up using malaria service and data quality improvement (MSDQI) checklists.
  • Strengthen adherence to national MCM and IVM guidelines, protocols, and standards.
  • Supervision and Capacity Building
    • Provide technical supervision and ongoing mentorship to targeted Technical Officers at regional and council levels to ensure quality and consistency of field-level support.
    • Support training activities and technical review meetings in collaboration with the National Malaria Control Programme (NMCP) and Regional Health Management Teams (RHMTs).
    • Support regional and council teams to plan, implement, and monitor quality improvement actions, including MSDQI Quality Improvement Plans (QIPs).
  • Data Use and Performance Monitoring
    • Work closely with the M&E team to support collection, analysis, interpretation, and use of routine MCM and IVM data.
    • Support regional and council health teams to use performance and surveillance data for planning, targeting, and decision-making.
    • Contribute to maintenance and use of databases tracking key technical indicators in HMIS/DHIS2 dashboards, including the malaria composite database.
  • Documentation, Learning, and Knowledge Sharing
    • Document implementation experiences, challenges, adaptations, and lessons learned related to MCM and IVM interventions.
    • Contribute to development and maintenance of an inventory of effective tools, approaches, and best practices.
    • Support preparation of technical inputs for reports, presentations, and success stories.
  • Coordination and Technical Integration
    • Coordinate closely with the Field Team Leads to align technical activities with approved implementation schedules.
    • Work with the Administrator to ensure logistical readiness for technical activities.
    • Participate in planned technical coordination meetings and forums as scheduled by the Senior Specialists, Malaria Clinical Services.
  • Reporting and Accountability
    • Provide regular technical updates and reports to the Field Team Leads, Senior Specialists, Malaria Clinical Services, and relevant government counterparts.
    • Flag technical risks, implementation challenges, and performance gaps with proposed mitigation measures.

    Required Qualifications

    • Clinical degree (medicine, nursing, midwifery, environmental health, or related clinical field) required; relevant postgraduate qualification or continuous professional development preferred, consistent with national malaria programming requirements.
    • At least 5 years of progressively responsible, hands-on experience providing technical assistance for malaria programming, specifically malaria KPIs, MSDQI, and iCCM.
    • Demonstrated technical expertise in malaria prevention, diagnosis, treatment, and/or vector control, with experience applying national guidelines in facility- and community-based settings.
    • Proven experience supervising staff and providing supportive supervision and on-the-job mentorship to health care providers and community cadres, including CHWs and iCCM providers, and addressing MSDQI-linked QIPs.
    • Demonstrated experience working with government counterparts and structures at regional, council, facility, and community levels, including CHMTs and RHMTs.
    • Experience supporting use of routine service delivery and HMIS/DHIS2 dashboard surveillance data, including the malaria composite database within the dashboard, for performance monitoring, decision-making, and quality improvement.
    • Experience developing or adapting technical materials, including training curricula, supervision tools, job aids, and technical reports.
    • Familiarity with U.S. Government-funded project implementation, reporting, and compliance requirements is an advantage.
    • Willingness to travel not less than 50% to project-supported geographies within project-supported councils across the region.

    Preferred Qualifications

    • Excellent facilitation, presentation, and written communication skills in English;
    • required fluency in Kiswahili.
    • Strong analytical, communication, and report-writing skills.
    • Proactive, self-motivated, and able to work with minimal supervision.
    • Experience in training facilitation, supervision, and quality improvement.
    • Proficiency in MS Office applications.
    • Strong teamwork and interpersonal skills.
