Description
The purpose of this classification is to provide technical support and maintenance for one or more of the Jupiter Police Departments automated functions, including the Records Management Systems (RMS), Body Worn Cameras (BWC) and In Car Video Systems. The functions will include administration and maintenance of databases and software applications, development of automated procedures, and training/support for personnel utilizing the automated systems. Specific duties and responsibilities may vary somewhat across positions assigned to this classification in accordance with the needs of the assigned automated system(s).
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Employees are required to be cross-trained in both the Record Management System and Video Systems, regardless of their assigned area, to ensure they can provide support as needed. Other duties may be required and assigned.
Administers and maintains various departmental databases, software applications, and related modules in support of assigned automated system(s).
Provides training, support and assistance to system users; troubleshoots and resolves issues; coordinates service/repair, as needed.
Coordinates projects involving new computer applications; participates in planning and implementation of new systems and/or programs; makes recommendations regarding computer hardware/software upgrades and/or needs.
Maintains a comprehensive and current knowledge of applicable laws/regulations; researches new technologies, trends and advances in the profession; reads applicable professional literature and attends workshops/training sessions, as appropriate; maintains resource files for manuals, reference materials and other related documentation.
Duties when assigned Records Management Systems:
Performs data entry; manages and organizes computer databases, files and other records; compiles statistical reports pertaining to departmental operations, activity and productivity; prepares and submits various statistical reports throughout the department, as needed; updates and purges computer files and data in accordance with established procedures.
Processes official forms and documents, including incident reports, accident reports and uniform traffic citations, into the departmental Records Management System (RMS); ensures data is in compliance with the guidelines set forth by the Uniform Crime Reporting (UCR) Program to assure accurate and uniform crime statistics; uploads and forwards agency National Incident-Based Reporting System (NIBRS) totals to the Florida Department of Law Enforcement (FDLE) on a monthly basis.
Sets up false alarm billing accounts using Computer-Aided Dispatch (CAD), MUNIS and account receivables applications; generates and mails false alarm invoices to applicable parties; reviews and corrects false alarms in CAD, as needed.
Duties when assigned Video Systems
Administers and/or supports the following Police Department systems: Body Worn Cameras, In-Car Videos, License Plate Readers, Drone Systems, Access Control, Video Surveillance, Video Forensics, Evidence Management, Digital Evidence Storage, and other programs/systems.
Provides overall maintenance of Police Department systems and its components. Assigns and maintains user accounts, permission levels, equipment, and overall inventory; provides user support, documentation, training, and troubleshooting assistance; coordinates resources and serves as a liaison with all external vendors relating to systems.
Attends training classes, seminars, webinars, compliance training, certification courses and other activities to enhance job knowledge.
Provides various Police Department physical facilities maintenance related tasks and coordinates service and repair.
Performs other duties as assigned.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include typing documents, making copies, sending/receiving
Faxes, and processing incoming/outgoing Police Department mail.
Provides backup coverage or assistance to other employees or departments as needed.
Performs other related duties, as required.
- Associate’s degree with coursework emphasis in personal computer operations, database administration, and office administration.
- Equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job may be considered a substitute for the education requirement.
- Ability to obtain FCIC/NCIC and DAVID Certifications within six (6) months of hire.
PREFERRED QUALIFICATIONS
- Three (3) years of previous experience and/or training that includes personal computer operations, database administration, and office administration

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
