Main Purpose :

The HSE Systems, Governance & Assurance Lead is responsible for the global strategy, governance and continuous improvement of Impala Terminals Group’s HSE management systems, data, digital platforms and assurance programmes.

 

As a member of the Global HSE Team, the role establishes consistent standards, strengthens data integrity and provides reliable insight to support risk management, operational safety, regulatory compliance, ESG reporting and informed decision-making across the Group.

 

The role partners with regional and functional leaders to improve system adoption, reporting quality, assurance effectiveness and organisational learning while ensuring that HSE information is appropriately controlled, secure and auditable.


Key Responsibilities: Responsibilities include but are not limited to:

  • Establish and maintain the global governance framework for HSE systems, data, reporting and assurance.
  • Ensure HSE data is accurate, complete, timely, secure and auditable.
  • Maintain effective digital systems supporting incident management, investigations, audits, risk registers, training, compliance and ESG reporting.
  • Establish and deliver the global HSE assurance programme and monitor the timely closure of findings and corrective actions.
  • Provide meaningful performance analysis, leading indicators and emerging-risk insights to senior leadership.
  • Drive consistent adoption of HSE standards, systems and reporting practices across all regions.
  • Identify and deliver improvements that reduce manual effort, strengthen controls and improve decision-making.
  • Ensure HSE systems and data practices comply with applicable regulatory, privacy, cybersecurity and records-management requirements.
  • Drive analytics and dashboards that support hazard identification and predictive insights
  • Support development and implementation of global HSE campaigns
  •  HSE Digital Systems
    • Manage and continuously improve the global HSE digital ecosystem, including systems supporting incident management, audits, training, ESG reporting and risk registers.
    • Lead system implementations, upgrades and integrations, working with IT, business functions and external vendors.
    • Ensure effective system access, security, change control and user adoption.
  • Data Governance and Reporting
    • Establish HSE data standards and controls to ensure information is accurate, consistent, timely and auditable.
    • Develop dashboards, automated reporting and analytics that support leadership decisions, hazard identification, performance improvement and predictive risk insights.
    • Monitor data quality and coordinate corrective action where required.
    • Provide independent assurance reporting to senior leadership on the effectiveness of HSE governance, management systems, critical controls and organisational performance.
  • Governance and Assurance
    • Develop and implement the Group HSE assurance strategy and governance framework, establishing a risk-based programme that evaluates the effectiveness of HSE management systems, critical controls and compliance obligations.
    • Ensure assurance findings are appropriately prioritised, reported and tracked through to effective and verified closure.
    • Support compliance with Group requirements, applicable regulations and relevant standards, including ISO 45001, ISO 14001 and ISO 9001.
    • Maintain governance processes for HSE records and document control, ensuring integrity, traceability and compliance.
    • Analyse assurance outcomes, systemic trends and recurring issues to identify opportunities for organisational learning and continuous improvement.
    • Monitor the effectiveness of corrective and preventive actions, ensuring lessons learned are embedded into management systems and operational practices.
  • Performance and Continuous Improvement
    • Monitor HSE performance and provide leaders with analysis of trends, risks and improvement opportunities.
    • Standardise workflows, reduce manual processes and improve reporting efficiency across global operations.
    • Share lessons learned and good practices across regions.
    • Develop and measure HSE strategies, objectives and targets, supporting leaders to implement the Group's HSE vision, systems and assurance programmes consistently.
  • Stakeholder Support and Capability
    • Advise and support business leaders, regional HSE teams, system users and data owners.
    • Deliver training and guidance that promote consistent system use and reporting.
    • Collaborate with Operations, ESG, IT, HR, Security and other functions to align HSE systems and data with business requirements.
    • Evaluate emerging technologies, including AI-enabled tools, in accordance with Group governance and security requirements.

Knowledge, Skills and Abilities

  • Relevant tertiary qualification in occupational health and safety, environmental management, engineering, information systems, data management or a related discipline.
  • At least 5 -10 years’ relevant experience in HSE systems, governance, assurance or performance reporting.
  • Experience in a high-risk industry such as terminals, logistics, oil and gas, construction, mining, aviation or heavy industry.
  • Demonstrated experience developing or improving HSE management systems and digital platforms.
  • Experience planning and delivering HSE assurance programmes across multiple sites, business units or countries.
  • Working knowledge of ISO 45001, ISO 14001 and ISO 9001 and their application within an operational management system.
  • Demonstrated capability in data governance, analytics, system configuration and management reporting.
  • Experience managing system implementations, upgrades, integrations or technology vendors.
  • Proficiency in Microsoft Office and Power BI or comparable reporting and visualisation tools.
  • Fluency in English and Spanish, with strong written, verbal, presentation and stakeholder-communication skills.

Desirable experience and qualifications

    • HSE Lead Auditor qualification recognised by CQI and IRCA, Exemplar Global or an equivalent body.
    • Experience with workflow automation and appropriately governed AI-enabled tools.
    • Experience working in a global, multilingual or matrix organisation
