UMD requires all employees to live in the US, and we periodically bring remote employees to work with colleagues on-site.

Position Summary

The Center for Advanced Transportation Technology Laboratory (CATT Lab) is seeking an experienced Mid/Senior Technical Program Manager (TPM) to lead the planning, execution, and delivery of complex software and analytical solutions. The TPM serves as the primary liaison between technical teams, product stakeholders, leadership, and customers to ensure successful delivery of CATT Lab products.

This role is responsible for program planning, project execution, stakeholder engagement, and resource coordination across multiple projects and technical disciplines. Approximately 80% of the role focuses on project and program management, with up to 20% dedicated to product ownership responsibilities.

The ideal candidate has experience managing multidisciplinary technical teams, quickly learning new programs and technologies, and working effectively in environments with evolving priorities and competing demands. The TPM will oversee one or more of the following technical teams:
Software Engineering
Data Science and Analytics
Data Architecture and Platform
UX/UI
IT Operations and Infrastructure
Customer Support


Physical Demands:
Sedentary work performed in an office environment. Regularly required to communicate and exchange information and to use technology/devices.
Position can be 100% remote (US based only)


Minimum Qualifications
Master's degree.
Five (5) or more years of experience in program management, project management, or product management roles.
Experience managing multiple concurrent technical projects or programs with competing priorities.
Experience managing complex technical projects involving software development, analytics, data platforms, infrastructure, or operational systems.
Experience leading multidisciplinary technical teams with five (5) or more technical resources.
Experience communicating technical concepts to both technical and non-technical stakeholders, including executive leadership and customers.
Experience with Agile, Scrum, Kanban, or hybrid methodologies.
Experience using Jira, Confluence, or comparable tools.
Strong communication, facilitation, and stakeholder management skills.


Preferences:
Bachelor’s or Master's degree in Project Management, Computer Science, Information Systems, Engineering, Analytics, or a related discipline.
Eight (8) or more years of experience in program management, project management, or product management roles.
Experience serving in both project management and product ownership capacities.
Experience managing technical teams delivering software, analytics, or decision-support solutions.
Experience with on-premise and/or hybrid infrastructure environments.
Demonstrated ability to quickly learn new technologies, business domains, and customer programs.
Familiarity with GovRAMP, FedRAMP, NIST 800-53, FISMA, or related security and compliance frameworks.
PMP, PMI-ACP, CSM, or comparable certification.
