JOB TITLE: Project Coordinator/MSD/Programme Officer

DURATION: 1 year—renewable based on project funding
ORGANIZATIONAL CONTEXT:
The World Food Programme (WFP) has been in Bhutan since 1974. WFP’s country strategic plan (2024–2028) aims to strengthen and support government efforts to deliver equitable and inclusive economic growth and support human capital development. All of WFP activities are implemented in partnership with the government. A prominent feature of the country's strategic plan is expanding WFP’s capacity strengthening of government institutions, and engagement of private sector partners while adopting a sharper gender focus.
Under the UN Sustainable Development Cooperation Framework (2024–2028), WFP supports the Government’s 13th Five-year Plan (2024-2029) to support the national school nutrition and feeding programme with nutrition and supply chain optimization, linking farmers to schools, and
school infrastructure development. WFP is applying a systems approach to agriculture value chain development from demand creation for local food, to support production, marketing and mitigating post-harvest losses. For Emergency Preparedness and Response, WFP supports the
Government in strengthening emergency logistics, emergency telecommunications and food security during disasters. WFP also supports policy and inter-agency coordination, including assistance on enhanced cost efficiency and knowledge management.
WFP seeks to recruit a Project Specialist to be based in WFP Country Office, Thimphu Bhutan, to support the overall implementation of the project funded by KOICA to construct school kitchen
and stores, improved school nutrition and to link local Farmer Based Organizations(FBO) to schools to supply their produce.
ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive):
Project Management Support
Support the overall implementation team of the project for funded by KOICA to construct school kitchen and stores, improved school nutrition and to link local Farmer Based Organizations (FBO) to schools to supply their produce.
The Project Specialist will report to the WFP Project Manager and will also have a reporting line to the WFP Country Director and to liaise with KOICA through Country Officer (CO).
Support the project management team to design implementation plan including development of plans and processes to implement all the activities related to construction of school kitchen and store, school nutrition and local agriculture linkage to the schools.
School kitchen and store construction:
Lead the coordination, planning, and technical scoping of site assessments for school kitchen and storage facilities to ensure feasibility and alignment to standard of implementing partners and KOICA.
Oversee structural design, engineering specifications, and preparation of Bill of Quantities (BoQ) in coordination with technical engineers and implementing partners based on the concept designs provided by KOICA.
Manage procurement workflows by providing technical support for competitive bidding processes, using WFP procurement rules, ensuring transparency and compliance with WFP procurement guidelines to meet the standard required by implementing partners.
Supervise construction phases by regularly collecting and verifying status reports from site engineers and conducting site visits to check the structural quality, and timely progress. Supervise compliance regarding safety standards, local regulations, and donor visibility requirements at construction sites.
Facilitate the handover of completed school kitchens and stores to school authorities in coordination with KOICA and implementing partners, securing all necessary certifications.
Capacity building and awareness activities:
Coordinate with the implementing partners including donors and design capacity-building modules for school cooks, management and committees focused on food safety, hygiene, and kitchen management to improve school nutrition. Formulate nutrition education campaigns and awareness materials for school children, teachers, and communities to promote healthy eating habits.
Review the current supply chain landscape and design and establish an appropriate supply chain model to link and connect FBOs directly to school feeding supply chains.
Develop training programmes for government extension officers and Farmer Based Organizations (FBO) to enhance production, post-harvest handling, business management and operational skills to supply to schools.
Overall:
Capture lessons learned and propose adjustments to improve the effectiveness, sustainability,and scalability of project implementation.
Coordinate with the project management team to guarantee integrated and timely implementation of activities, including alignment of roles,responsibilities, and timelines.
Monitor the implementation of project activities to ensure timely and effective delivery of results in line with the approved workplan, budget, performance targets, and coordinate with the project management team to develop and implement corrective actions.
Establish and enforce quality standards for implementation of project activities including operational approaches, need based development of Standard Operating Procedures (SOPs), templates, and guidance aligned with WFP corporate frameworks and Country Office practices.
Contribute to the development of concept notes and funding proposals for similar projects and identify opportunities to strengthen WFP’s presence in these project’s activities, including nurturing partnership with relevant national stakeholders, international organizations, bilateral and multilateral partners and donors.
Partnership with KOICA reporting and evaluation Management to meet the needs of WFP and KOICA
Coordinate with the Monitoring and Evaluation (M&E) consultant to develop and review comprehensive M&E framework and data collection plan and methods to ensure timely data collection from the field to meet both WFP and KOICA reporting requirements.
Conduct independent regular data collection and verification as well as joint field data collection verification with M&E to ensure the quality and accuracy of the data for auditing and for donor submission.
Coordinate with the consultant and the project team to translate raw M&E data, findings, trends, and figures into actionable insights for management decision-making.
Supervise the M&E consultants’ deliverable, ensuring that baseline surveys, mid-term reviews, and final evaluation data packages are completed and ready ahead of KOICA reporting deadlines.
In addition to above in collaboration with Partnerships and relevant units, ensure donor relations and reporting to KOICA country and global offices.
Support Project Manager to coordinate and facilitate field visits with the project evaluation Team from KOICA, ensuring effective communication and engagement with field offices and relevant stakeholders.
Coordinate with project donors, including KOICA Bangladesh Country Office, to streamline expectation and responsibilities.
Serve as the primary focal point for of communications between WFP and KOICA for anything needed in Korean language. with the KOICA Bangladesh office.
Draft high-quality project reports in the strict standard formats required by KOICA and the Korean Government.
Manage reporting timelines to ensure all progress, all reports are submitted on time.
Coordinate evaluation missions, including mid-term reviews, final evaluations, and joint field visits.
Draft and manage the submission of all the reports in Korean language based on the requirement of the KOICA.
Knowledge Management and Advocacy
Facilitate data access and logistical support for external evaluation team commissioned by KOICA.
Design and implement effective methodologies to synthesize insights and lessons learned from the project into practical knowledge products that support replication, scale-up, and continuous improvement.
Develop and apply systematic approaches to identify, capture, and document good practices, innovations, and critical knowledge emerging from this project, ensuring that valuable learning is preserved and accessible for future programme and policy development.
Facilitate internal learning processes, including learning sessions and after-action reviews, to convert field insights into adaptive management strategies.
Engage with relevant external stakeholders to disseminate and promote knowledge and evidence from the project ensuring that evidence-based narratives strengthen WFP’s positioning and resource mobilization efforts.
Translate technical contexts and project progress into accessible insights for Korean government and public.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
A master’s degree in international Affairs, Development Economics, Social Sciences or Performance Management or performance management, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of five years of relevant professional work experience including in international development or humanitarian work.
Previous experience as project manager/specialist, especially for school feeding activities involving home grown school feeding and school nutrition is preferred.
Previous experience working in government, UN agencies and development partner is an advantage.
Knowledge & Skills:
Competency in results-based programme development and management.
Excellent in drafting technical report/proposal writing and presentation skills.
Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multiethnic environment with sensitivity and respect for diversity, gender equality and inclusivity.
Partnership building skills and capacity to work in cooperation with governments and technical and financial partners.
Language:
Fluency in both oral and written English is required.
Fluency in spoken and written Korean language is required.
