Summary
Under limited general direction, the Budget and Operations Manager assists in directing all Transportation Department finance and administrative operations.  The Budget and Operations Manager manages the department's administrative, fiscal, and human resources activities.  Duties include assisting, representing, and advising the department head and supervising staff.  The work involves addressing a variety of problems and situations including interpreting information and refining methods used in managing, coordinating, scheduling, and documenting the work carried out by the Transportation Department.   The Budget and Operations Manager is generally responsible for the administration of office administrative functions, including financial management, personnel functions, facilities needs analysis, contract administration and other administrative and budget related matters.
  • Develops and maintains a system and process for reporting values and changes in values of County infrastructure through the Governmental Accounting Standards Board 34 (GASB 34)
  • Manages the computerized integrated fuel system.
  • Manages the Cartograph cost accounting and tracking system as related to bookkeeping, budgeting, and projecting of expenses for all department expenditures.
  • Manages inter-local agreements related to tracking of labor, materials used, and equipment time charges related to the agreements.
  • Manages all Chapter 253 work related to costs associated with County reconstruction and acceptance of privately maintained roads.
  • Manages the tracking of expenses of all assigned consultant contracts and reviews consultant invoices ensuring expenditures are in line with the approved Transportation Department budget.
  • Manages the tracking of cost of repairs related to maintenance of Transportation Department heavy equipment.
  • Recommends, based on tracked expenditures, the replacement of Transportation Department vehicles and heavy equipment.
  • Determines long- and short-term budgetary needs.
  • Develops, documents, and presents budgetary and expenditure proposals to the Director of Transportation.
  • Monitors expenditures and department performance against the approved budget and general cost-effectiveness standards.
  • Ensures that fiscal policies, procedures, and records are consistent with county requirements and contemporary accounting standards.
  • Assists in determining the number and types of positions and organizational structure through needs analyses.
  • Assists in determining and modifying organization structure and defining roles of work units and positions.
  • Monitors effectiveness and resolves intra-department issues related to personnel and time keeping matters.
  • Develops and implements the department's human resource policies and practices.
  • Oversees recruitment and hiring processes and advises regarding hiring decisions.
  • Serves as liaison and primary point of contact with county Human Resources Department on job classification and compensation issues.
  • Oversees department processes in all aspects of performance management, including determining expectations, performance appraisal, corrective action, and employment actions.
  • Implements and ensures resolution of grievances and general monitoring and management of employee morale.
  • Develops, oversees, and supervises department administrative operations, including administrative support staff, files and records, paperwork processing, purchasing and supplies, contracts, customer service activities and others.
  • Serves as overall manager of department's use of technology.
  • Assesses need for and purchases of hardware and software.
  • Oversees staff use and capability of PC and microcomputer resources
  • Acts as liaison with Information Technology staff.
Oversees or participates in the development and management of various direct-service program areas within the department.
  • Analyzes complex subdivision construction bonds and interlocal agreements and develops a “means and method” tracking system associated with projects and provides analyzed data to the County Auditor’s office.
  • Develops and implements employee development and training programs that focus on operational safety and equipment operator proficiency.
  • Maintains a record and ensures accuracy of all departmental assets, including properties, equipment, bridges, and low water crossings.
  • This position functions as Facility Manager for static infrastructure
  • Responds to requests for information.
  • Ensures compliance with FEMA guidelines and requirements.
  • Performs other duties as assigned.
  • A bachelor’s degree from a four-year college or university in business administration, accounting, finance, public administration or related field.  
  • Seven years of related experience and/or training in office management and administration and/or human resources; or equivalent combination of education and experience.
