Status: Regular Full Time

Salary: Non Union, Salary Band I; 

Hiring Range: $105,754 to $118,974 per annum (plus comprehensive benefits and vacation accrual)

Work Mode:Hybrid; 2 Onsite days per week which can increase based on operational needs *see below for more details about this work mode.

Who we are: The Infrastructure Planning, Partnerships & Compliance team at the Region of Peel focuses on strategically planning and managing the Region's infrastructure to support sustainable growth and development. We collaborate with various stakeholders to ensure that infrastructure projects are delivered efficiently and in compliance with regulations and standards. Our team plays a vital role in shaping the Region's infrastructure landscape to meet the needs of its residents and businesses while promoting environmental sustainability and resilience.

This position supports the Program Manager in all aspects of water distribution system hydraulic modeling and analysis, providing guidance and expertise on projects and initiatives led by the section. The Advisor will review and offer recommendations for infrastructure planning, operations, state of good repair (SOGR), capital projects, and strategic initiatives. They will contribute to planning and decision-making by developing, calibrating, and applying advanced hydraulic models.

 

What you will do in this role: 

• Provide expert guidance to management and staff to support infrastructure planning, maintenance, repair, troubleshooting and risk assessment of Peel’s water distribution system through the management of Peel’s InfoWater Pro hydraulic modeling application and manage and administer the modeling system.
• Develop, calibrate, and run complex water distribution system modeling scenarios for planned and unplanned infrastructure analysis required through Council requests, capital construction projects, planning application review, functional servicing analysis, area municipal projects and high level servicing feasibility studies.
• Prepare specialized reports and present the findings to senior management, staff and members of Council or public.
• Source, manipulate and evaluate highly complex technical information and formulate scenarios and hypotheses to develop options and solutions to major capital infrastructure initiatives including evaluating and planning for development growth, emergency contingencies, infrastructure risk identification, engineering designs, water servicing opportunities and opportunities for infrastructure system improvements and correction.
• Manage hydraulic modeling programs through understanding complex data structures, its sources and interdependencies.
• Develop and manage quality control measures within the models for accuracy, discrepancy, make corrective action keeping the model up to date and liaise with technical records management sections to ensure continuity and integrity of infrastructure information across integrated systems (such as InfoWater Pro, ArcGIS, SCADA, and related data systems) that provide public and agency with the information.
• Review model system capabilities and provide expertise on key system expansion projects such as water age, pressure, fire flow, storage turnover, pumping, transmission/distribution capacity, emergency shutdowns, and risk assessment of Peel’s water system.
• Provide subject matter expertise on all modeling projects/initiatives related to Environmental Assessments, Master Plans, specialized studies and make evaluations and recommendations to internal staff and management on modeling results impacting Peel’s water distribution and transmission system.
• Provide recommendations on water modeling results to other Public Works internal departments during critical events/emergencies.
• Support emergency water system shutdown analysis, operational contingency planning, and review of temporary servicing scenarios.
• Provide advice on the approval of technical submissions for complex or sensitive urban development applications and to augment preventative maintenance activities in operations and major capital upgrades.
• Provide Program Planning and Program managers with technical analysis during Class EA, Capital Works implementation, Local Improvement projects and studies conducted by the program planning group.

What the role requires:

• A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
• Successful completion of an undergraduate degree in Civil or Environmental Engineering or a related field
• Five years of related experience.
• Specialized expertise in hydraulic modeling and system analysis.
• Strong technical skills using GIS applications (such as GeoMedia, ArcGIS)
• Hands-on experience with water hydraulic modeling tools, model data management, GIS, SCADA, and related operational datasets.
• Hands-on experience with InfoWater Pro or other water distribution hydraulic modeling platforms.
• Technical skills in Microsoft Access/Excel. 

Skills/Abilities: 

• Excellent written and verbal communication skills.
• Experience in delivering presentation and facilitation skills. 
• Ability to work with a variety of internal and external stakeholder groups.

Nice to Have:

• A post-graduate degree in Civil or Environmental Engineering or a related field is an asset.
• Professional Engineer (P.Eng.) designation with the Professional Engineers of Ontario (PEO) is an asset.
• Project management certification or other relevant professional certification is an asset (e.g., PMP, six sigma, etc.).
• Experience with InfoWater Pro is an asset. Experience with InfoWorks ICM or other related modeling platforms is a plus.

Work Mode & Job Location:

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
