Construction Manager as Advisor (CMa)

Location: Window Rock, Arizona (onsite) 
Position Type: Project-based; part-time and/or full-time hours may vary based on construction activity 
Period of Performance: Approximately 400 calendar days from Notice to Proceed; may be extended if the project schedule changes

Position Overview: 

Project Solutions, Inc. is seeking a Construction Manager as Advisor (CMa) to provide onsite construction management, inspection, and advisory support for the construction of an approximately 3,300-square-foot modular facility for the U.S. Environmental Protection Agency on Navajo Nation land in Window Rock, Arizona. The CMa will support the U.S. General Services Administration Project Manager throughout acquisition, design review, construction, commissioning, and closeout activities. 

This role serves in an advisory capacity and provides recommendations to the Government. The CMa does not make final decisions or approvals on behalf of the federal government and does not assume the design responsibilities of the architect-engineer or the means and methods responsibilities of the construction contractor. 

Contingent Position: This role is contingent upon award and funding of the associated project. Employment is not guaranteed and will proceed only if the contract is awarded and the position is authorized. 
 

Responsibilities and Duties: 

Provide onsite construction management and daily inspection coverage during construction activities, with hours varying according to the authorized level of effort and project schedule. 

Coordinate work, schedules, meetings, documentation, and communications with GSA, the tenant agency, the design-build contractor, architects/engineers, and other project stakeholders. 

Review design and construction documents for constructability, coordination, code compliance, materials compatibility, tolerances, sequencing, schedule, and budget considerations; prepare and track review comments. 

Monitor project schedules, milestones, phasing, two-week look-aheads, submittals, testing, commissioning, and closeout activities; identify risks and recommend corrective actions. 

Perform and document construction inspections at required stages; track defects, omissions, punch-list items, tests, and contractor corrective actions. 

Maintain complete project records, including daily progress reports, meeting reviews, logs, marked as-built drawings, shop drawings, product data, payment reviews, labor-standard records, and other required documentation in GSA Kahua. 

Review contractor payment applications, schedules of values, delivered and installed materials, and percent-complete information; provide recommendations to the GSA Project Manager/COR. 

Prepare or review cost estimates, technical analyses, proposed change-order scopes, quantity takeoffs, unit costs, and contractor pricing; document variances and recommendations. 

Monitor contractor compliance with approved safety, health, quality-control, indoor-air-quality, security, permitting, and facility-access requirements; promptly report noncompliance, incidents, and hazards. 

Support commissioning and project closeout, including final inspection, punch-list completion, as-built records, warranties, manuals, training, final reports, and acceptance recommendations. 
 

Qualifications Required - Education, Knowledge and Skills: 

Demonstrated experience in construction management, construction inspection, and government construction policies and procedures. 

Extensive knowledge of construction administration, including mechanical, electrical, plumbing, site work, and coordination across building systems. 

Extensive experience reviewing contractor shop drawings, product data, submittals, design documents, and construction schedules. 

Experience with PBS Interim Core Building Standards, applicable building codes, quality requirements, and construction safety practices. 

Experience supporting design-build construction projects of similar size and scope. 

Ability to prepare clear technical reports, meeting documentation, cost analyses, inspection records, and written recommendations. 

Ability to work onsite during authorized construction activities, including variable part-time and/or full-time schedules within normal project work hours. 

Ability to satisfy and maintain federal security, background-check, credentialing, and facility-access requirements, including HSPD-12 requirements. 

Ability to communicate professionally and respond to project correspondence within required contractual timeframes. 
 

Preferred Qualifications - Education, Knowledge and Skills: 

Five or more years of construction quality management experience. 

Extensive experience working with GSA on GSA-managed construction projects. 

Experience with GSA Kahua document management, federal payment-review processes, labor-standards monitoring, and federal project closeout. 

Recognized certification in the BIM software used for the project, if assigned BIM compliance-review responsibilities. 

Relevant construction, safety, inspection, commissioning, or project management certifications.
