CBI Associate

Organizational Setting and Work Relationships
The CBI (Cash-Based Interventions) Associate is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor and may directly supervise some support staff.
Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.


Duties
- Manage the use, maintenance and technical support of databases used in the cash-based interventions.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Prepare and administer accurate lists of beneficiaries for the regular assistance through bank ATM/IRIS system in line with the procedures established by the office.
- Assist in developing and administering UNHCR Regular CBI database.
- Assist in the monthly reconciliation and refund process for the cash assistance project.
- Assist in preparing detailed reports and breakdown of the cash assistance provided to the refugees.
- Cross-check databases to ensure that all beneficiaries are active cases.
- Keep cash lists updated and free of duplications and ensure delivery of cash assistance to beneficiaries in a timely manner.
- Maintain relationships with partners to facilitate the flow of information between databases,
- Assist with the training of internal staff and partners on how to use the database,
- Execute best practice in data protection standards and help to positively influence others,
- Troubleshoot issues with the database and work with internal teams to provide technical fixes,
- Inform and act on the reports and messages that are received from various units on different vulnerable cases in respect to financial assistance.
- Support in the co-ordination with different partners and focal points on lists of beneficiaries reflecting situation of cash assistance.
- Undertake missions and field visits to bank service provider to monitor the cash project.
- Represent UNHCR at the cash-assistance related meetings.
- Liaise with internal stakeholders and partners.
- Develop improvements to the database and related workflows.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of the Position (Operational Context):

Over recent years, Mexico has evolved from being predominantly a country of origin and transit for refugees and asylum-seekers to becoming a significant country of destination for hundreds of thousands of individuals seeking international protection from within the region and beyond. The Mexican Commission for Refugee Assistance (COMAR) has registered claims from nationals of more than one hundred countries. The exponential growth in asylum applications - reaching a record high of over 140,000 in 2023, followed by approximately 80,000 in 2024 and around 40,000 in the first half of 2025 - continues to place considerable pressure on Mexico’s asylum system. Currently, an average of 250 new asylum applications are submitted daily, primarily in Tapachula and Mexico City.

UNHCR’s strategy in Mexico aims to safeguard the asylum space by strengthening COMAR’s institutional capacity and supporting the efficient processing and adjudication of claims. It also promotes access to alternative legal pathways for individuals with specific protection needs and regularization alternatives for those not in need of international protection, thereby contributing to the integrity and sustainability of the asylum system.

Durable solutions constitute a central component of UNHCR’s engagement, with particular emphasis on the socioeconomic inclusion of asylum-seekers and refugees and on alleviating pressure on host communities, especially in southern Mexico. Within this framework, cash-based interventions (CBI) represent an important protection and assistance tool. The CBI programme provides multipurpose cash assistance to highly vulnerable individuals and families to help them meet essential needs, including food, accommodation, clothing, transportation and basic services. It also supports sector-specific objectives related to health, education, documentation and pathways towards socioeconomic inclusion.

The implementation of CBI in Mexico takes place in a complex operational and regulatory environment. Asylum-seekers and refugees may face delays or difficulties in obtaining identity and residency documents, which can restrict their access to conventional banking and financial services. The programme must therefore ensure that assistance remains timely, accessible and inclusive, including for individuals who lack the documentation normally required to open a bank account or access other financial products. This requires flexible delivery arrangements, robust safeguards, effective communication with recipients and close attention to protection risks, data protection and financial accountability.

Against a backdrop of significant resource constraints and a rapidly changing operational environment, the CBI programme requires careful vulnerability-based prioritization, strong programme monitoring, post-distribution monitoring and accessible feedback and response mechanisms. Its implementation also entails close multifunctional coordination among Protection, Programme, Finance, Supply, field offices, partners and financial service providers to ensure operational continuity, sound risk management and compliance with UNHCR policies and procedures.

Communication and awareness-raising initiatives are critical to ensure that information on asylum procedures, available assistance and access to durable solutions reaches target populations effectively. Mexico remains a key country in the regional protection context and is fully engaged in the MIRPS, the Chile Plan of Action and other relevant regional processes. Moreover, the highly dynamic relationship between the United States and Mexico on matters related to human mobility requires continuous operational adaptation, flexibility and preparedness to respond to sudden changes in population movements, protection needs and government policies.

Desired Candidate Profile:

The ideal candidate is a solutions-oriented and detail-focused professional with solid experience in data management, database administration and operational support to Cash-Based Interventions. S/he demonstrates a strong understanding of humanitarian assistance processes, beneficiary data management, financial assistance workflows and data protection standards, and applies these consistently to ensure timely, accurate and accountable delivery of cash assistance to refugees, asylum-seekers and other persons of concern.

Cash-Based Interventions and Database Management: Experienced in managing and supporting databases for cash assistance programs, maintaining accurate beneficiary records, preventing duplications, and supporting reconciliation, refund, and financial reporting processes.

Data Analysis, Reporting and Quality Assurance: Skilled in data analysis, reporting, and database quality control, with the ability to identify inconsistencies, resolve database issues, and improve workflows. Proficient in Microsoft SQL Server and data analysis tools.

Coordination, Partner Engagement and Operational Support: Able to collaborate effectively with partners, financial service providers, authorities, and internal teams to support information management, beneficiary follow-up, and the efficient implementation of cash assistance activities.

Compliance, Data Protection and Capacity Building: Knowledgeable in data protection and compliance standards, ensuring responsible handling of sensitive information and adherence to procedures. Capable of supporting training on database management, reporting requirements, and data quality practices.

Competencies and Skills: Strong analytical, organizational, communication and technological skills are essential. The candidate must demonstrate accountability, client and results orientation, teamwork and collaboration, planning and organizing skills, and commitment to continuous learning. S/he should be proactive in identifying operational or technical issues, resolving them where possible and escalating complex incidents to the supervisor when required.

Languages and Other Requirements: Fluency in English and Spanish is essential, with demonstrated ability to draft and communicate effectively in both languages.

Living and Working Conditions:

Mexico City (CDMX) is the capital of the United Mexican States. It is a Category A, family duty station with well-developed infrastructure, services, and amenities.
• Health: Mexico City offers high-quality healthcare with numerous internationally accredited hospitals and specialized medical facilities.
• Education: A wide range of government and private schools are available. Most private institutions offer bilingual (English–Spanish) curricula, and there are several international schools following U.S., British, German, French, and Japanese systems.
• Housing: Apartments and houses are readily available, both furnished and unfurnished. Real estate agents are widely used. All international staff must obtain UN security clearance of their residences prior to signing any lease. Due to seismic activity, certain areas of the city are restricted for residential selection.
• Climate and Seismic Activity: Mexico City enjoys a generally pleasant, temperate climate, although sudden weather changes are common. Heavy rains may cause localized flooding during the rainy season. The city lies within the Circum-Pacific Seismic Belt, one of the most active seismic regions in the world. Earthquakes are frequent and can occasionally cause infrastructure damage; staff are advised to familiarize themselves with emergency and preparedness procedures upon arrival.
• Currency and Exchange: The official currency is the Mexican Peso (MXN). U.S. Dollars, Euros, and traveller’s cheques can be exchanged at authorized currency exchange offices.
• Communications: Internet and telecommunications services are reliable and widely available. Contracts are required for household and office connections.
• Transportation: Public transportation is extensive and includes buses and a subway system. For taxis, staff are strongly encouraged to use registered “taxis de sitio” or reliable ride-hailing services such as Uber.
• Security: Mexico City is classified as Security Risk Management (SRM) Area: Mexico - Central. There are no recent records of direct threats against UNHCR personnel or operations in Mexico City. However, as in other large metropolitan areas with high population density, common crime remains a relevant concern, particularly in the form of theft, pickpocketing, fraud, and extortion.
Throughout 2025 and early 2026, local authorities have reported a sustained downward trend in high-impact crimes (including homicide, violent robbery, and kidnapping), largely attributed to strengthened security strategies, intelligence efforts, and operational deployment. Nevertheless, these improvements coexist with persistent localized criminal dynamics, especially in high-traffic areas and transportation hubs.
Demonstrations, marches, and road blockades continue to occur frequently along major roads and central areas, typically linked to social, political, or labour-related demands. While most of these events remain peaceful, they can cause significant mobility disruptions, operational delays, and localized security risks.


Important Information for Applicants:
