Job Description:

World Vision Democratic Republic of Congo (World Vision DRC) is a Christian humanitarian and development organization dedicated to improving the well-being of vulnerable children, families, and communities. As part of the global World Vision Partnership, the organization works in collaboration with government institutions, local communities, faith leaders, civil society organizations, and development partners to address the root causes of poverty and vulnerability.

Operating across multiple provinces of the Democratic Republic of Congo, World Vision DRC implements integrated programs in health, nutrition, child protection, education, water, sanitation and hygiene (WASH), food security and livelihoods, as well as humanitarian and emergency response. The organization seeks to strengthen community resilience and promote sustainable development through evidence-based interventions that empower local systems and institutions.

In the health sector, World Vision DRC supports efforts to improve access to quality healthcare services, particularly for women, children, and underserved populations. Through close collaboration with national and provincial health authorities, the organization contributes to strengthening health systems, expanding community-based service delivery, promoting disease prevention and control, improving maternal and child health outcomes, and addressing malnutrition.

Faith-based and community-based organizations play a critical role in delivering quality healthcare services, particularly in underserved and hard-to-reach areas. Through their deep community roots, extensive service networks, and trusted relationships with local populations, these organizations significantly contribute to improving access to essential health services and advancing population health outcomes.

As countries strive to strengthen the resilience and sustainability of their health systems, integrated approaches are increasingly being adopted to enhance coordination among health facilities, community health workers, and local stakeholders. These approaches aim to expand access to comprehensive primary healthcare services, including maternal, newborn, and child health, nutrition, infectious disease prevention and treatment, and other public health priorities, while promoting people-centered care at the community level.

A network-based service delivery model, supported by strong referral systems, capacity strengthening, supportive supervision, supply chain management, and effective use of health data, offers a practical and sustainable pathway to improving the quality, accessibility, and continuity of healthcare services. Successful implementation of such models requires strong technical leadership to ensure service quality, integration across health programs, alignment with national health priorities, and long-term sustainability.

Within this context, the position of Technical Health Advisor has been established to provide strategic and technical leadership for program implementation. The Technical Health Advisor will ensure the delivery of high-quality integrated health services, support health system strengthening efforts, promote evidence-based programming, and contribute to the sustainable improvement of health outcomes at community and facility levels across multiple provinces in the DRC.

 

MAJOR RESPONSIBILITIES

Technical Leadership of the program

  • Ensure the consistent implementation of the programme based on the integration of services (HIV, TB, malaria, MCH, nutrition).
  • Adapt the hub-and-spoke model to national and subnational contexts.
  • Ensure the quality, equity, and continuity of integrated health services.
  • Develop and validate technical protocols, tools, and guidelines.

 

Capacity Strengthening

  • Design and oversee training strategies for community health workers (CHWs) and frontline providers.
  • Ensure the availability and effective use of digital tools, job aids, and referral/counter-referral systems.
  • Promote mechanisms for motivation and remuneration of CHWs.
  • Oversee mentorship, supportive supervision, and coaching.

Coordination and Integration into National Systems

  • Ensure alignment of activities with Ministry of Health policies, standards, and priorities.
  • Support the integration of faith-based and community services into national training systems, health information systems (DHIS2 or others), and the national supply chain.
  • Facilitate collaboration between public sector facilities, faith-based institutions, and technical and financial partners.

 

Implementation of the Hub-and-Spoke Model

  • Support the selection and functionality of hubs and spoke facilities.
  • Oversee training activities, the organization of supportive supervision, and referral systems.
  • Strengthen the capacity of hub facilities to fulfill their technical leadership role.
  • Ensure quality-of-service delivery at both community and health facility levels.

 

Monitoring, Evaluation, and Data Use

  • Propose performance indicators and monitor program progress.
  • Guide data analysis and use to improve service quality.
  • Promote a culture of data-driven decision-making.
  • Ensure the quality of data collected at both community and facility levels.

 

Community Engagement and Religious Actors

  • Promote the involvement of religious leaders in behavior change and the use of health services.
  • Strengthen community-based approaches (home visits, awareness-raising).
  • Ensure consideration of social and cultural determinants of health.
  • Transition and Sustainability
  • Develop and implement transition plans toward national systems.
  • Define milestones for the gradual transfer of activities to local actors.
  • Contribute to strengthening the capacity of local authorities for autonomous program management.
  • Ensure the financial and institutional sustainability of interventions.

 

Programmatic Coordination and Representation

  • Represent the programme in national technical working groups and with partners.
  • Contribute to strategic and operational planning.
  • Support coordination with other program components.
  • Provide technical support to field teams.

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Advanced university degree (Master’s or equivalent) in public health, medicine, epidemiology, nutrition, or a related field.
  • Specialization in community health, health systems, or international health is an asset.
  • Minimum of 7–10 years of experience in the implementation of public health programs, preferably in resource-limited settings.
  • Proven experience in the following areas: HIV/AIDS, tuberculosis, malaria; Maternal, newborn, and child health (MNCH) and nutrition; Health systems strengthening
  • Practical experience with community-based approaches and integrated service delivery models (e.g., hub-and-spoke).
  • Experience working with international NGOs, United Nations agencies, or donors (US, Global Fund, etc.).
  • Experience collaborating with Ministries of Health and local authorities.

 

Preferred Skills, Knowledge and Experience:

 

  • Expertise in public health (service integration)
  • Knowledge of the national health system
  • Experience in community health
  • Ability to coordinate multiple stakeholders
  • Strong expertise in the design, implementation, and evaluation of integrated health programs
  • Good knowledge of national health policies and international standards (WHO, UNICEF, etc.)
  • Expertise in:
  • Capacity strengthening (training, mentorship, supportive supervision)
  • Monitoring and evaluation (M&E), data management, and health information systems
  • Health product supply and logistics/supply chain management
  • Ability to develop technical tools, guidelines, and protocols
  • Good understanding of health system digitalization and digital tools

 

Additional work experience preferred for this position.

Work Environment

The position requires the ability and willingness to travel both nationally and internationally up to 70% of the time.
