Description

Performs advanced skilled, technical, and lead-worker duties involving the construction, maintenance, repair, and operation of the City's drinking water distribution and wastewater collection systems and related infrastructure.
This classification serves as a working lead and provides day-to-day field leadership to Utility Systems Technicians and other personnel assigned to maintenance, repair, construction, and emergency response activities. The employee assists the Utility Systems Supervisor with coordinating daily work assignments, organizing field crews, monitoring work in progress, providing technical guidance and training, and ensuring assigned work is completed safely, efficiently, and in accordance with City standards and established procedures.
The Utility Systems Lead Technician is distinguished from the Utility Systems Technician III by the regular responsibility for leading and coordinating the work of assigned employees and serving as the lead worker on field activities. The position is distinguished from the Utility Systems Supervisor in that it does not normally have responsibility for formal employee evaluations, disciplinary actions, hiring, budgeting, or other administrative supervisory functions.
Work is performed under the general direction of the Utility Systems Supervisor with considerable latitude in the use of initiative, independent judgment, and technical expertise in carrying out assigned field operations.
  • Serves as a working lead for crews engaged in the construction, maintenance, repair, and operation of the City's drinking water distribution and wastewater collection systems and related infrastructure.
  • Leads assigned field crews and provides day-to-day direction regarding work methods, job-site activities, equipment use, safety, and completion of assigned work.
  • Assists the Utility Systems Supervisor with coordinating daily work assignments and identifying the personnel, equipment, materials, and resources necessary to complete assigned work.
  • Performs advanced skilled work associated with the installation, maintenance, repair, and replacement of water distribution and wastewater collection system components, including mains, valves, hydrants, meters, service lines, manholes, backflow prevention devices, and related infrastructure.
  • Reviews work assignments, plans, drawings, utility locations, and field conditions and determines appropriate field methods, equipment, and materials necessary to complete assigned work.
  • Leads field activities associated with planned and emergency water and wastewater system repairs, shutdowns, maintenance, and construction activities.
  • Provides on-site technical guidance, instruction, and training to Utility Systems Technicians regarding proper construction, maintenance, repair, equipment operation, and work methods.
  • Ensures assigned field activities are performed in accordance with established safety practices and procedures, including excavation and trenching, confined space entry, lockout/tagout, traffic control, and equipment operation requirements.
  • Inspects work in progress and completed work to ensure assignments are performed in accordance with work orders, plans, specifications, City standards, and established procedures and makes appropriate field adjustments as necessary.
  • Operates heavy equipment, specialized vehicles, hydraulic and pneumatic equipment, tools, and other equipment used in water distribution and wastewater collection system maintenance, repair, and construction.
  • Completes and reviews work orders, equipment and vehicle inspection records, field reports, inspection logs, sketches, measurements, and other documentation associated with assigned field activities.
  • Performs the full range of duties of Utility Systems Technician III and actively participates with assigned crews in construction, maintenance, repair, and emergency response activities.
SUPERVISION
Serves as a lead worker and provides day-to-day field direction, technical guidance, and training to Utility Systems Technicians and other assigned personnel. Assigns and coordinates work within established work assignments and provides feedback to the Utility Systems Supervisor regarding work performance, training needs, safety concerns, and operational issues.
This classification does not normally exercise formal supervisory authority regarding employee evaluations, disciplinary actions, hiring, termination, or other personnel actions. Such responsibilities remain with the Utility Systems Supervisor and appropriate management personnel.High school diploma or GED; supplemented by a combination of four or more years of progressively skilled experience in the construction, operation, maintenance, and repair of drinking water distribution and wastewater collection systems, including experience performing advanced skilled duties and providing field leadership or direction to other employees; or an equivalent combination of education, certification, training, and experience.
This is a senior-level lead-worker classification that performs highly skilled technical duties and provides field leadership to assigned crews. Positions assigned to this classification are required to possess:
  • Level II Water Distribution System Operator license issued by the State of Florida.
  • Wastewater Collection System Operator Class II certification.
  • Backflow Tester and Repair Certification.
  • Valid Florida Class A Commercial Driver's License (CDL) with tanker endorsement.
  • Minimum of 8320 hours of applicable water, sewer, and underground systems experience.
  • Ability to read and interpret construction plans, blueprints, specifications, and utility drawings and to assemble and repair pipes, valves, fittings, and related system components.
  • Ability to work effectively with engineers, contractors, inspectors, and other City personnel regarding utility system maintenance, construction, and capital improvement projects and to provide field measurements, sketches, drawings, and technical information as required.
  • Demonstrated ability to safely operate heavy equipment, including backhoes, track excavators, asphalt rollers, cranes, and applicable hydraulic and pneumatic equipment and tools.
  • Applicable OSHA training and certifications related to trenching and excavation, permit-required confined spaces, lockout/tagout (LOTO), bloodborne pathogens, and OSHA 10-Hour training or equivalent.
Must possess the experience, technical knowledge, judgment, communication skills, and leadership ability necessary to effectively lead assigned field crews and coordinate work activities with minimal direction.
May be required to obtain and maintain additional industry certifications based on area of assignment. Regular attendance is required.

Physical Requirements
Depending on assignment, duties may involve moderate physical activity, including occasional lifting, carrying, pushing, and/or pulling of objects weighing up to 80 pounds with assistance and appropriate equipment as necessary.

Environmental Requirements 
Work is performed in both indoor and outdoor environments and may involve exposure to adverse weather conditions, noise, fumes, dirt, or other environmental factors associated with law enforcement operations.

Sensory Requirements
Duties require manual dexterity, visual acuity, hearing acuity, color recognition, and the ability to effectively communicate both verbally and in writing.

Emergency Response and Essential Employee Statement
All City employees share responsibility for emergency response activities. While not all positions may be designated as essential during emergency events, employees may be subject to recall at any time to support emergency operations. Such assignments may require irregular work hours, work at alternate locations, and the performance of duties outside the normal scope of responsibilities under physically and operationally demanding conditions.
