Program Analyst
Remote
Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) seeking a highly motivated Program Analyst to join our team supporting the Department of Veterans Affairs Acquisition Academy (VAAA). The mission of VAAA is to deliver customer-focused training and professional development solutions that equip the Federal workforce to deliver acquisition excellence in service to the Veteran.
RESPONSIBILITIES:
The Program Analyst is responsible for supporting the execution, coordination, and analysis of large-scale training programs and operational initiatives. This position requires strong analytical skills, attention to detail, customer service experience, and the ability to manage multiple priorities while supporting course delivery, student engagement, reporting requirements, and process improvement initiatives.
Key Responsibilities:
- Support VAAA program operations through enrollment management, course coordination, data analysis, reporting, and stakeholder communication.
- Manage targeted enrollment activities by identifying appropriate courses, locations, and student populations in coordination with VAAA stakeholders.
- Support the creation, maintenance, and updates of enrollment dashboards and tracking tools to monitor course participation, student progress, and program outcomes.
- Analyze enrollment data and perform quality checks to validate student eligibility requirements, including certification status, job series, and other enrollment criteria.
- Coordinate student communications related to course registration, enrollment status, certification progress, and required actions.
- Provide customer service support to students regarding registration processes, course participation, and travel-related questions.
- Maintain and update Excel-based rosters, enrollment trackers, and reporting tools to support dedicated registration processes.
- Monitor enrollment systems and reports to track registration progress, identify issues, and support timely resolution.
- Coordinate with internal teams, stakeholders, and government points of contact to improve registration workflows and operational processes.
- Support validation of course outcomes by tracking student progress toward acquisition certifications and analyzing completion data.
- Assist Learning Support Office (LSO) efforts related to Level 3 and Level 4 Kirkpatrick evaluations and program effectiveness reporting.
- Prepare and provide reports, metrics, and status updates for VAAA leadership, stakeholders, and program management teams.
- Conduct data analysis to identify trends, discrepancies, and opportunities for process improvement.
- Prioritize competing data requests while maintaining accuracy and meeting program deadlines.
- Perform quality assurance reviews and recommend improvements to operational processes.
REQUIREMENTS:
- Bachelor’s degree.
- 8+ years of experience as a functional expert supporting planning, analysis, and evaluation of projects or programs within a federal government environment.
- Experience supporting training programs, education operations, enrollment management, or student/customer support activities preferred.
- Strong analytical skills with experience collecting, validating, and reporting program data.
- Proficiency with Microsoft Excel, including advanced functions and formulas, pivot tables, macros, data tracking, and reporting tools.
- Experience using MS Project, Power BI and Power Aps is required
- Familiarity with Adobe Creative Suite is desired
- Experience developing and maintaining dashboards, spreadsheets, reports, and data visualization tools.
- Strong written and verbal communication skills with the ability to interact effectively with students, stakeholders, and government personnel.
- Ability to manage multiple priorities, meet deadlines, and work independently in a remote environment.

Salary Range: The salary for this position is between $65,000 – $75,000 annually. Factors affecting pay within this range may include geography, skills, education, experience, and other qualifications of the successful candidate.
