PURPOSE OF POSITION: The Clinical Supervisor - Crisis Services provides clinical and administrative supervision to assigned behavioral health staff to ensure the delivery of quality, ethical, and effective services. This role supports staff performance, oversees service delivery, and contributes to the implementation and continuous improvement of clinical programs serving individuals with behavioral health needs in Grant County. Under the direction of the Clinical Manager, the position may also provide crisis intervention and direct clinical services, including individual and group treatment, to maintain service continuity and support client outcomes.

DISTINGUISHING CHARACTERISTICS:  The Clinical Supervisor - Crisis Services is distinguished from frontline clinicians and entry-level supervisory roles by responsibility for providing advanced clinical and administrative supervision within crisis-responsive behavioral health services. This position oversees staff performance, service delivery quality, and compliance with clinical and regulatory standards, and guides the application of evidence-informed practices in high-acuity settings. The Clinical Supervisor - Crisis Services exercises independent judgment in coordinating 24/7 staffing coverage, supporting crisis intervention services, and collaborating with inpatient facilities, emergency departments, and justice system partners, but does not hold the broader organizational, strategic, or budgetary authority assigned to Clinical Managers or executive leadership.

• Provides clinical and administrative supervision to assigned staff through training, coaching, mentoring, and performance management to ensure high-quality, ethical, and compliant service delivery.
• Develops and maintains 24/7 staffing coverage, including on-call rotations, to ensure continuous access to crisis and behavioral health services.
• Oversees service delivery and staffing levels to ensure services meet the clinical needs of individuals and families while maintaining appropriate service capacity.
• Conducts performance evaluations and implements corrective or disciplinary actions as needed to support accountability and professional growth.
• Monitors staff competency in documentation, service coding, and billing practices to ensure accuracy, compliance, and adherence to agency and regulatory standards.
• Implements organizational direction and quality improvement standards by collaborating with managers and staff to align daily operations with agency goals and utilization management expectations.
• Develops and maintains collaborative partnerships with inpatient facilities, state hospitals, jails, emergency departments, and community agencies to support coordinated crisis response and continuity of care.
• Provides and oversees direct clinical services to an assigned caseload, ensuring treatment planning and interventions align with clinician scope, licensure, and client needs.
• Collaborates across departments and multidisciplinary teams to coordinate client care, crisis intervention, and safety planning.
• Ensures clinical documentation and records meet all applicable legal, contractual, and regulatory requirements, supporting compliance and service quality.
• Applies and oversees Least Restrictive Alternative (LRA) processes to address the needs and rights of individuals released under court or treatment conditions.
• Develops and maintains strong working relationships with the community, medical, DSHS, and other county agencies, as appropriate, to ensure continuity of care for individuals served in Grant County. 
• Advocates for the needs and perspectives of diverse youth and families and ensures all services honor individual rights and align with cultural, linguistic, and family-specific needs to promote equitable, person-centered care.
• Provide education and outreach on behavioral health topics to community partners to increase awareness and reduce stigma. 
• Participates in required trainings, supervision, and team meetings to maintain competency and support program operations.
• Performs other duties as assigned.

QUALIFICATIONS: 

Required Education and Experience: 

• Master's degree in psychology, sociology, or other behavioral health related field, or a Registered Nurse.
• Three years of experience providing mental health services to children/adolescents and families with serious emotional or behavioral disorders.
• Experience conducting clinical assessments, risk evaluations, crisis intervention, and treatment planning.
• Demonstrated experience in a leadership, supervisory, or lead clinical role.
• Experience responding to aggressive behaviors with least restrictive interventions.

Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered.

Preferred Education and Experience:   

• Two years of clinical and administrative supervisory experience.
• Two years of experience in crisis intervention.
• Experience delivering treatment of children, adults, couples and families.
• Credentialed Mental Health Specialist (per WAC/RCW) in one or more areas, such as child mental health, developmental disabilities, or cultural/ethnic minority mental health.
• Washington State Licensure in Mental Health, Social Work, or Marriage and Family Therapy.
• Experience overseeing or participating in Designated Crisis Responder (DCR) processes, Least Restrictive Alternatives (LRA), or court-related behavioral health proceedings.
• Experience working with substance use disorders.
• Knowledge of County and Agency policies and procedures.
• Experience working within county or public-sector behavioral health systems.

Professional Licenses/Certifications: 

• Must meet the definition of a Mental Health Professional as outlined in current WAC’s and RCW’s.
• Washington State Agency Affiliated Counselor credential or qualifying professional license; licensure preferred. Must maintain active status with the State of Washington.
• Designated Crisis Responder (DCR) credential or ability to obtain and maintain designation as required for crisis services coverage.

Other Requirements: 

• Valid Washington State Driver’s License with proof of automobile insurance and acceptable driving abstract.

WORKING CONDITIONS AND ENVIRONMENT:

• May encounter individuals experiencing emotional distress, hostility, or aggressive behavior.
• May work in varied environmental conditions, including exposure to fluctuating temperatures and less-controlled environments when providing services off-site.
• May experience interruptions, moderate noise levels, and changing priorities in shared work environments.
• May be required to participate in or support on-call, crisis response, or after-hours coverage.
• Duties require regular travel within the community, including driving in varying road and weather conditions; may also require transporting individuals when appropriate.
