Description of Work

This is an Engineer II position and will serve as the Traffic Signals Engineer for Division 5. This position is in the Traffic Engineering Unit for Division 5 located in Durham, NC. This position directs the daily operations of the Signal Group within the Traffic Engineering Unit to include reviewing and providing comments on signal plans developed by private developers and municipalities, coordinating with the Signal Design Unit on NCDOT developed signal plans, fielding signal inquiries and concerns from various customer groups and developing signal timing plan recommendations. The position is responsible for managing, coordinating, and tracking all aspects of Spot Safety and Spot Mobility projects from conception to completion, including project feasibility, planning, project design, right-of-way acquisition, environmental issues, budget, and construction to ensure timely delivery of projects and programs. Position duties include coordination with local governmental agencies, NCDOT Raleigh-based staff, private engineering firms, and the public. This position is responsible for leading a team of Electronic Technician I’s, II’s and III’s who are responsible for maintenance, emergency repair, installation, and modification of signals throughout the Division. Assist Division Traffic Engineer and Project Manager in the operation and management of traffic services department as required and provide organizational direction and leadership in their absence. Complete performance evaluations of direct report employees.

This position requires considerable knowledge of the principles and practices of traffic engineering; MUTCD, AASHTO road design guide, pc warrants, synchro, NCDOT TSMO Unit Design Manual, NCDOT Standard Drawings and Specifications and the NCDOT Construction Manual. Employee should have working knowledge of NC general statues, administrative code, NCDOT fiscal and personnel policies and procedures. Employee should be able to develop and administer purchase order contracts, adapt and utilize new technologies in traffic engineering to enhance the performance of existing and new traffic control devices.

This position requires a strong ability to communicate verbally and in written form with citizens, government officials, employees and other NCDOT customers. Must have the ability to use a laptop computer and manage a database. Must be able to multi-task and have strong organizational skills. Ability to train, guide and direct subordinates to accomplish objectives; ability to comply with and promote Division safety program, ability to accomplish and report planned operational performance activities within budget. Must be able to legally operate a motor vehicle. Steel toe shoes required.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC18 $63,927 - $111,871

Management prefers applicants with the following:

  • Knowledge of the principles and practices of Traffic Engineering, The Manual on Uniform Traffic Control Devices, and NCDOT Signal Specifications and Geometric Design
  • Knowledge of NC General Statues and Administrative Code
  • Experience in operation and timing of Traffic Signals, including signal timing software
  • Experience in tracking operation cost expenditures
  • Customer service and communication experience with the general public, local government officials, and NCDOT employees, including public meetings and field reviews

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Requirement:

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
