Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment and is subject to random drug and alcohol screening.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville positions require employees to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:
1. Locate water and sewer underground utilities using internal knowledge, utility maps, sensitive electronic equipment, and the locating software.
2. Work with customers, contractors, and City staff to install, relocate, and abandon water and sewer connections.
3. Utilize the City’s asset management system for creating, completing, and assigning work orders.
4. Exercise independent judgment and conduct field investigations to make on-site decisions to overcome unforeseen problems that arise.
5. Calculate distances to ensure exact locations; mark the location of utilities using locating equipment, paint and line tracers.
6. Respond to emergency situations to give information and directions to contractors, City employees, and the general public to prevent further damage and lessen health and safety hazards.
7. Use independent judgment in determining public health and safety risks on the job site.
8. Answer questions from customers and contractors in pleasant manner.
9. Coordinate projects with other City departments, equipment suppliers, private contractors, citizens and other government agencies to allow for productive projects.
10. Work with internal staff and contractors to draw up jobs, locate new lines and assure proper placement of lines and compliance with established safety precautions.
11. Work with engineering department to resolve issues.
12. Assist with other Technical Services responsibilities as needed.
13. Work with other utility inspections and builders to develop materials lists for jobs.
14. Draw up plan drawings for field crews for installations.
15. Attend training courses required and classes for hours to keep required licenses.
16. Perform other duties as assigned.
2. Must possess a valid driver’s license and be able to obtain a Class A Commercial Driver’s License with tanker, (N) endorsement within six months of employment.
3. Must possess at minimum a Grade I Water Distribution License and have the ability to obtain a Grade III Water Distribution License and an Arkansas Class I Wastewater License within two years of employment.
4. Must obtain confined space and trench safety certifications within 2 years of employment.
5. Effectively communicate with others orally and in writing.
6. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to draw up plan drawings for field crews. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
7. Ability to solve practical problems. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
8. Must be proficient in the use of a service truck, locator boxes, computers and handheld radio.
9. Must be proficient in or have the ability to become proficient in the use of a computer as it relates to software programs such as timekeeping or work order processing.
10. Ability to read engineering plans and specifications on job sites.
11. While performing the functions of this job, the employee is regularly required to talk or hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.
12. While performing the functions of this job, the employee is regularly exposed to wet/and or humid conditions, moving mechanical parts; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions and risk of electrical shock.
