Description
The Facility Operations Division (FO) is establishing a new Project Delivery group within its Asset Planning section to strengthen FO’s internal project delivery capacity, ensure contracting compliance, improve audit readiness, and deliver small-to-mid-level capital projects more efficiently.
The Project Delivery Manager (Manager 1, Property & Facility Management) will lead this new group, which consolidates FO’s small capital projects, consultant contracting, regulatory compliance programs, and technical project delivery into a single professional/technical unit. The Project Delivery Manager reports to the Asset Planning Manager and serves as FO’s internal project-delivery lead, responsible for managing vendor-performed work, consultant-driven studies, compliance-driven corrective actions, and energy/resource conservation projects. This role ensures FO uses correct procurement pathways, maintains audit-ready documentation, and aligns project delivery with FO’s operational needs and Asset Planning systems.
The successful candidate brings experience in project delivery, Public Works contracting, consultant procurement, regulatory compliance, and facilities-related capital work. They excel at building teams, coordinating with maintenance operations, and managing complex vendor-performed projects in a public-sector environment.
ABOUT US:
FAS is often the public's first interaction with the City of Seattle, operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.

Contracting & Procurement Oversight
- Serve as FO’s contracting compliance authority for all small- to mid-level projects, ensuring adherence to Citywide Purchasing & Contracting (PC) policies.
- Ensure correct classification of work as public works, purchased services, or consultant services in accordance with City guidelines.
- Ensure proper City Purchasing and Contracting procurement methods used for FO led projects.
- Maintain FO’s consultant contracting program, including scope development, amendments and supplements, WMBE inclusion strategies, Equal Benefits compliance, and adherence to City of Seattle Purchasing & Contracting rules.
Regulatory Compliance & Documentation
- Oversee FO’s regulatory documentation and audit readiness for Fire/Life Safety, sprinklers, elevators, NPDES, and other compliance programs.
- Coordinate site-verification work performed by Project Delivery staff to confirm vendor work completion, documentation accuracy, and corrective action completion.
- Maintain audit-ready documentation for all compliance-driven projects.
Operational Coordination
- Partner closely with Facility Maintenance and Property Management staff to coordinate shutdowns, access, escorts, operational impacts, and ensure contracting pathways are validated.
Systems & Data Integration
- Manage project delivery using Asset Planning systems and data.
- Ensure project documentation, asset updates, and compliance records are integrated into FO’s data systems.
Team Leadership
- Supervise a multidisciplinary team of three and provide coaching, workload management, and performance evaluation.
- Foster a professional, inclusive, and collaborative team culture.
Stakeholder Engagement
- Build strong relationships with tenant departments, consultants, contractors, regulatory agencies, and FO leadership.
- Represent Project Delivery in presentations to FO leadership, FAS executives, and other City stakeholders.
- Bachelor’s degree in Construction Management, Engineering, Architecture, Facility Management, Business Administration, Public Administration, or a related field.
- Three (3) years of experience in project management, public works contracting, consultant procurement, regulatory compliance, or managing vendor performed facilities work;
- One (1) year of experience supervising or leading multidisciplinary teams in a public-sector, facilities, construction, or technical project delivery environment.
- Experience managing small- to mid-level capital or compliance driven projects, including scope development, contracting, documentation, and vendor oversight.
- Current Washington State Driver’s License or evidence of equivalent mobility is required for travel to worksites located throughout Seattle.
Other combinations of education, training, and experience will be evaluated on an individual basis for comparability. Experience to education equivalency: two years of experience as described above is equivalent to a bachelor’s degree in a related field.
The Most Successful Candidates Will Have:
- Knowledge of public works contracting, including unit price contracts, Small Works Roster, and competitive solicitations.
- Knowledge of City of Seattle public works process, consultant contracting and procurement methods.
- Experience managing consultant contracts, including scopes, amendments, WMBE inclusion, Equal Benefits compliance, and performance evaluations.
- Experience overseeing regulatory compliance programs, such as Fire / Life Safety, sprinklers, elevators, NPDES, or other code driven inspections.
- Experience coordinating with maintenance operations on shutdowns, access, escorts, and operational impacts.
- Strong project management skills, including scheduling, budgeting, documentation, and vendor oversight.
- Ability to interpret and apply City procurement rules, contracting policies, and regulatory requirements.
- Exceptional written and verbal communication skills, including the ability to explain technical contracting and compliance topics to non-technical audiences.
- Demonstrated ability to build collaborative relationships with Facility Maintenance, Capital Development, Purchasing & Contracting, consultants, contractors, and tenant departments.
- Ability to manage multiple priorities in a fast-paced environment with high visibility and compliance requirements.
- Sound judgment, problem solving, and risk-management skills, especially in contracting and regulatory contexts.
This position requires a minimum of three days per week of on-site work and requires frequent travel to work sites throughout Seattle, typically driving a city vehicle.
This position is classified as a Manager 1, Property & Facility Management. It is a regular, full-time Classified Civil Service position and is FLSA exempt (not eligible for overtime). The salary range for this position is $51.88 - $77.82 per hour or $108,325 – $162,488 annually.
