Job Description Summary

This position is a member of the Assessor's Senior Management Team and is responsible for directing and supervising all activities of the Administration team. The position is responsible for assisting with the coordination of real and personal property assessment and appraisal to ensure proper classification and valuation. Use of analytical tools is required. This position is responsible for the completion of all mandatory reports such as notice of valuation, abstract of assessment, certification, tax roll, and balancing tax dollar warrant reports. Oversee and supervise the administration of all ownership and value changes in the generation of the tax roll. Monitors and tracks expenditure/revenues; may prepare monthly budget reports. This position performs a variety of duties requiring confidentiality and independent, logical judgment.

Job Description

Leadership, Management, and Supervision - 40%

  • Plan and direct the overall activities of the administration division.
  • Supervise the Public Information Division and the GIS Mapper Division responsible for the assessment, appraisal, and maintenance of information in the database.
  • Improve efficiencies in the office by identifying processes that can be automated or relate to best business practices.
  • Establish and maintain effective working relationships with supervisors, other employees, governmental agencies, professionals, attorneys, and the public.
  • Monitor workload, work in an efficient and organized manner, and meet deadlines and goals.
  • Train and review the work performed by the Senior Administrator, GIS Sr. Mapper, and one Assessor Analyst.
  • Actively participate as a member of the Senior Management Team.


Administration and Reporting - 20%

  • Review the workload, queries and reports performed by the Public Information Division and GIS Mapper Division to ensure accuracy and compliance with standards.
  • Process invoices and reimbursements with Accounting Department and monitor expenditures within monthly budget reports.
  • Serves as the Workday analyst for the Assessor’s Office.
  • Generate reports that provide information to the departments and management as needed.
  • Research and apply property tax statutes and administrative rules to assessment administration problems.
  • Research, read, interpret, review, and depict all manner of recorded documents to ascertain accurate ownership, tax authority boundary changes, and parcel boundary changes.


Project Management - 20%

  • Direct and manage the Notice of Value and Notice of Determination processes and ensure statutory mailing deadlines are met.
  • Manage value reporting, Tax Increment Financing, and Mill Levy collection for all taxing entities within Weld County.
  • Oversee and manage statutory reporting to the state to include Abstract of Assessment, Senior/Veteran Exemptions, and Certification of Levies.
  • Direct and manage the appeals and abatement processes.
  • Manage all State Assessed Value Reporting and Distribution of Values to all taxing entities within Weld County.


Communication and Public Relations - 20%

  • Provide feedback to the Public Information Division and GIS Mapper Division staff in terms of written and oral evaluations.
  • Interact with taxing entities to provide reports, training, and additional support as needed.
  • Communicate effectively in verbal and written form with administrative staff, appraisal staff, supervisors, and managers.
  • Communicate effectively in verbal and written form with the general public, the state, attorneys, title companies, and taxing entities.
  • Confer with taxpayers, tax representatives, accountants, and attorneys to explain the taxation process and procedures.
  • Interact with attorneys, title companies, municipalities, and the general public to verify the accuracy of the data and to respond to inquiries regarding chain of title, and all other assessment questions.

Required Qualifications

Required Education

  • Bachelor's Degree preference towards math, business administration, real estate or statistics or 4 years equivalent.


Experience Qualifications

  • 1 year Experience in working with Microsoft Excel and Word.


Preferred Experience

  • 2 years experience managing people
  • 4 years experience in assessment administration, preferably in an urban Assessor’s environment


Skills and Abilities

  • General understanding of Assessor’s appraisal systems and GIS required.
  • Ability to exercise initiative and independent judgment.
  • Ability to plan, organize and direct complex project based activities.
  • Ability to solve complex problems.
  • Extensive knowledge of assessment terminology and techniques required.
  • Excellent technical skills required.
  • Candidate must pass criminal background check prior to employment start date.


Licenses and Certifications

  • Pre-employment substance screening is required for this position.
  • This position is subject to a pre-employment drug screening. Employment is contingent upon successfully passing the screening in accordance with Weld County policy.


This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
