Early Childhood Services’ (ECS) Birth to Five Head Start program is excited to welcome applications from passionate, dedicated professionals who are ready to inspire excellence in early childhood education. As a Family Advocate, you will play a vital role in guiding and supporting parents of young children to ensure every child has the opportunity to thrive. As a TERM Family Advocate Community Services Aide III for Early Childhood Services’ Birth to Five Head Start program, you will:
- Maintain a case load of (at minimum) 37 enrolled families.
- Initiate the family partnership agreement. A Family Partnership Agreement (FPA) will be completed that includes questions regarding specific family needs, as well as strengths, resources, and supports. Together, the FA and family will establish goals and develop strategies to achieve those goals. Family progress will be monitored, and supports and resources will be provided by the FA. The frequency of contacts varies depending on family needs.
- Facilitate family literacy by supporting parent education activities/resources in the topic areas such as parenting, child growth and development, and English for Speakers of other Languages (ESOL).
- Conduct family engagement services in the family’s preferred language, or through an interpreter to the extent possible, and ensure families have the opportunity to share personal information in an environment in which they feel safe.
- Facilitate monthly parent meetings.
- Refer families to job placement and training resources in the community.
- Develop a list of community resources that assist in meeting family needs.
- Assist parents and caregivers to access childcare, early childhood, and family support services, referrals to additional programs and resources, and parenting information.
- Collect and input client information into established databases as required by the County, and track responses and report on patterns of inquiries as part of the data collection and input effort.
- Provide follow-up case management as needed by families.
- Participate in outreach to the community and in parenting education as needed, based on various outreach events targeting the early childhood community.
- Provide individualized or group parenting, school readiness, and child development information in a variety of settings.
- Engage and communicate with families in their own homes.
- Share information in culturally appropriate ways and refer parents to community resources.
- Effectively communicate early childhood development, school readiness, and parenting information.
- Perform other job-related duties as assigned.
Background Statement: A background investigation will be conducted into the selected candidate prior to appointment, and it will be a significant factor in the hiring decision.
Work Location: This position requires the ability to attend meetings or perform work at locations outside the office.
Evening and Weekend Hours: This position requires the ability to work some evening and weekend hours.
Experience: Three (3) years of experience providing delivery of social, health and/or public assistance services.
Education: Completion of high school or High School Certificate of Completion recognized in the State of Maryland
Equivalency: An equivalent combination of education and experience may be substituted
LICENSE: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.
Preferred Criteria:
The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas:
- Experience working with families in early childhood programs.
- Experience collaborating with local social services, early intervention programs
- Experience supporting families with children from birth to age five
Interview selection will be based on the following interview preference criteria:
- Demonstrated ability to build trusting, culturally responsive relationships. Ideal candidates will be empathetic, skilled in active listening, and able to show respect for diverse family backgrounds. The ideal candidate should be able to create safe, nonjudgmental relationships with caregivers.
- Strong communication, documentation, and advocacy skills.
- Candidates who can clearly communicate with families, maintain accurate records, collaborate with multidisciplinary teams, and advocate for family needs within systems such as schools or community agencies are preferred.
