Play a key leadership role in the City Clerk’s Office, overseeing the City’s licensing and policy functions and helping ensure programs and services are administered consistently, effectively, and in accordance with federal, state, and city requirements.

Working closely with the Director of the City Clerk, this position provides leadership and oversight for important statutory responsibilities of the City Clerk’s Office. The role offers the opportunity to collaborate across departments, guide policy and process improvements, navigate complex regulatory requirements, and support work that directly impacts the organization and the community.

This position operates with a high degree of independence under general direction and is well suited for someone who brings sound judgment, strong leadership, attention to detail, and a commitment to effective public service.

Required Knowledge, Experience, And/or Training
  • Bachelor's degree in public administration, business administration, political science, public policy, law, organizational leadership, or a related field and 
  • 5 years of progressively responsible experience in public administration, government, regulatory administration, organizational governance, code and policy administration, or a related field, including at least 2 years of management experience; 
  • or an equivalent combination of education and experience..
Preferred Knowledge, Experience, And Training
  • 7 or more years of progressively responsible experience in municipal or other government, public administration, regulatory administration, organizational governance, or a comparable complex organization, including 3 years of management or organizational leadership experience and responsibility of people, programs, or significant organizational functions.
  • Experience leading complex programs involving Code and policy administration, regulatory functions, licensing, organizational operations, or enterprise-wide governance.
  • Experience advising executive leadership, elected or appointed officials, or other senior decision-makers on complex regulatory, Code and policy, operational, or organizational matters.
  • Experience leading stakeholder or public engagement involving businesses, community groups, governmental partners, or other affected parties on complex or sensitive matters.
  • Municipal government or City Clerk's Office experience, including familiarity with elections, legislative administration, public records, records management, or other statutory clerk responsibilities.
  • Certified Municipal Clerk (CMC), Master Municipal Clerk (MMC), or other relevant professional certification.

Manages the work of professional, technical and/or other staff; determines organizational structure, staffing needs and work strategies; ensures adequate resources are available for staff to perform work duties; and ensures that assigned operations and activities comply with organizational goals and objectives. 

Provides leadership and direction for assigned City Clerk operations, programs and staff, including through reporting supervisors; establishes performance and service expectations; develops leaders and staff; plans for succession and organizational capacity; holds employees accountable for performance; and promotes excellence, collaboration, responsiveness and exceptional internal and external service. Oversees daily service operations and schedules work based on organizational priorities and service needs; implements creative solutions to improve performance, efficiency, service delivery and organizational effectiveness; and represents the City Clerk’s Office by building productive relationships, facilitating public and stakeholder meetings, communicating complex or sensitive information, and collaboratively resolving concerns.

Leads the City’s Code and Policy Administration Program, including the citywide governance, administration and lifecycle management of City Code and policy; establishes governance frameworks, standards, processes, templates and expectations; and serves as a primary resource to departments, policy owners, legal and executive leadership. Ensures required reviews, approvals, forms and supporting materials are complete; determines when matters have satisfied established administrative requirements and are ready for executive leadership consideration; and advises departments, policy owners and leadership regarding presentations, materials and next steps.

Ensures the accuracy, currency, and organization of City policies; administers review cycles; addresses deficiencies and overdue actions; identifies gaps, conflicts, outdated requirements, organizational risks and matters requiring leadership attention; coordinates and tracks citywide Code cleanup efforts in partnership with departments, legal, and code owners. Serves as product owner for the City’s policy administration process and supporting technology; leads policy approval committee meetings; and advances tools, training, communications, technology and process improvements that promote consistent application, organizational accountability and sustainable citywide governance.

Provides strategic and operational oversight of assigned business licensing, permitting and regulatory functions; interprets City Code, Idaho law, rules and federal requirements; translates regulatory requirements into clear operational processes; and establishes operating practices that support compliance, efficient service delivery and an exceptional customer experience. Establishes customer-service expectations; oversees complex complaints, appeals, suspensions, and difficult or high-risk situations; and coordinates licensing, front-office operations and Code Compliance to ensure consistent service and accountability from application through compliance and resolution.

Evaluates requests and emerging issues involving licensing requirements, City Code, fees and regulatory practices; assesses legal, operational, financial, customer, stakeholder and community impacts; and develops recommendations for the City Clerk, executive leadership, Mayor and City Council. Collaborates with businesses, industry representatives, community stakeholders, Legal and Mayor’s Office staff to facilitate policy direction; develops and recommends ordinances, code amendments, fees, procedures and regulatory approaches; coordinates implementation of approved changes; and improves processes, systems and technology to simplify requirements, strengthen consistency, reduce unnecessary work, and improve services for employees and customers.

Develops and administers assigned departmental budgets, contracts and resources; manages licensing and permitting revenue; analyzes financial performance and trends; establishes resource priorities; anticipates future needs; and uses financial information to guide planning, service delivery, operational improvements and resource decisions. Evaluates business processes, systems, technology, organizational structure, staffing, performance data and service-delivery models; and leads improvements that strengthen operational effectiveness, internal controls, customer service, organizational resiliency and the department’s ability to meet changing needs. Partners with the City Clerk and peer Deputy City Clerk to establish departmental strategic priorities, work plans, performance measures, service expectations and resource strategies; translates organizational priorities into actionable plans; and maintains accountability for assigned initiatives.

Performs assigned statutory and professional responsibilities of a Deputy City Clerk; administers municipal election responsibilities, including legal notices, candidate processes, coordination with Ada County Elections, oaths of office and other statutory requirements; and serves as Acting City Clerk when designated. Maintains working knowledge of legislative administration, public records, records management and other City Clerk functions; provides backup and operational continuity in the absence of the City Clerk or peer Deputy City Clerk; and provides leadership and support during elections, emergencies, leadership transitions, significant City events and other circumstances requiring continuity of City Clerk operations.
