1. General program information and/or position overview.
The Leidos Digital Sector is seeking an experienced Product Delivery Manager for its Integrated Defensive Cyber System (IDCS) program. This technical leader will provide direct support to the USAF Defensive Cyber Systems Program Management Office (PMO) at Joint Base San Antonio, TX.
The successful candidate will lead planning, execution, and delivery of mission-critical software and hardware capabilities for USAF Defensive Cyber Operations (DCO). They will serve as the primary delivery lead between Government stakeholders, engineering teams, cybersecurity professionals, and external vendors to ensure operational capabilities are delivered on schedule, within scope, and in alignment with USAF mission priorities and requirements.
Ideal candidates have demonstrated successful product delivery in DoD acquisition environments, proven a thorough understanding of Agile software development, and accomplished multiple, complex hardware and software deployments supporting DCO.
Key Responsibilities
- Lead end-to-end delivery of software applications, cyber tools, and supporting hardware for USAF DCO programs.
- Manage integrated delivery schedules across software development, systems engineering, infrastructure, cybersecurity, and hardware procurement teams.
- Partner with Government Product Owners and Program Managers to prioritize capabilities based on operational mission needs.
- Develop and maintain integrated product roadmaps, release plans, and delivery milestones.
- Facilitate Agile ceremonies including Sprint Planning, Backlog Refinement, Reviews, and Retrospectives across multiple cross-functional teams.
- Identify delivery risks, dependencies, and resource constraints while developing mitigation strategies.
- Coordinate hardware acquisition, configuration, staging, integration, and deployment activities supporting operational cyber environments.
- Ensure software and hardware releases comply with RMF, DoD cybersecurity requirements, STIGs, Authority to Operate (ATO) processes, and applicable Air Force standards.
- Track delivery metrics include schedule performance, velocity, quality, deployment readiness, and customer satisfaction.
- Manage vendor relationships and coordinate subcontractor deliverables.
- Support Program Increment (PI) Planning, release management, and configuration management activities.
- Prepare executive-level status reports, dashboards, and briefings for government leadership.
- Coordinate testing, validation, operational acceptance, and transition to sustainment.
- Support change management and continuous process improvement initiatives.
Required Qualifications
- Bachelor's degree in Business, Information Systems, Computer Science, Engineering, or related field (or equivalent experience).
- 8+ years managing technical product delivery or program execution.
- 3+ years supporting Department of Defense or Federal Government programs.
- Demonstrated experience delivering both software and hardware solutions within secure environments.
- Strong understanding of Agile, Scrum, Kanban, or SAFe methodologies.
- Proven experience managing cross-functional technical teams.
- Clear understanding of DoD acquisition lifecycle and systems engineering processes.
- Fundamental knowledge of cybersecurity concepts, enterprise infrastructure, networking, and cloud technologies.
- Experience using Jira, Confluence, Azure DevOps, Microsoft Project, or similar project management tools.
- Excellent written and verbal communication skills.
- Active DoD Secret security clearance.
Preferred Qualifications
- Experience supporting Air Force Cyber, Defensive Cyber Operations (DCO), Cyber Protection Teams (CPTs), or related cyber mission organizations.
- Top Secret/SCI clearance.
- SAFe Agilist (SA), Scrum Master (CSM), PMP, or PMI-ACP certification.
- Experience with Platform One, Kubernetes, DevSecOps pipelines, and containerized environments.
- Operational experience with AWS GovCloud, Azure Government, or other secure cloud platforms.
- Clear understanding of Zero Trust Architecture and DoD Enterprise DevSecOps Reference Design.
- Experience supporting RMF, NIST 800-53, STIG implementation, and ATO activities.
- ITIL Foundation certification.

Pay Range:
Pay Range $131,300.00 - $237,350.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
