GENERAL STATEMENT OF DUTIES
Participate in the planning, organization and implementation of a health education program for a specific population served by the Health and Human Services Department. This may include providing intervention services, technical support and other professional services to public and private medical communities.
 
SUPERVISION RECEIVED
Works under the general direction of a supervisor who assigns and reviews work for conformance to department policy. May also take direction from a Health Educator 3.
 
SUPERVISION EXERCISED
Supervision of employees is not a responsibility of positions within this class.

Community Based Tobacco Prevention

  • Establish and maintain collaborative partnerships with stakeholders, schools, community-based organizations, social service agencies, faith-based organizations, healthcare providers and other community partners engaged in chronic disease and tobacco prevention efforts. 
  • Collaborate with and provide technical assistance to community partners to promote evidence based upstream tobacco prevention programming and policy development in healthcare settings, businesses, agencies, schools, and other community settings
  • Actively participate in CHIP workgroups, local community planning groups, community partner meetings, and one-on-one Stakeholder meetings
  • Present accurate, persuasive communications with the public, school representatives, community partners, health agency leaders, and policy makers.
  • Work with internal and external partners to ensure programs and services meet the needs of targeted high-risk population as identified by data 
  • Collect, interpret, analyze, and present local indicator data

General TPEP Activities

  • Work with Tobacco Prevention and Education Program (TPEP) Coordinator to monitor, implement, and report on program activities as outlined in the TPEP and grant workplans
  • Assist with local enforcement of Indoor Clean Air Act (ICAA) according to the Intergovernmental Agreement including monitoring and responding to ICAA complaints and performing site visits.
  • Participate in State TPEP trainings, meetings, and workgroups
  • Provide technical assistance to MCHHS programs to promote integration of TPEP strategies
  • Create, Update, and facilitate presentations on relevant subject matter to community members across the lifespan including youth and older adults.

General Prevention Duties
  • Become familiar with and utilize prevention data in decision making and recommendations
  • Write or edit articles, information, and other printed materials for Prevention Pieces newsletter, social media, and other communication channels.
  • Facilitate group discussions to achieve effective participation and consensus.
  • Complete evidence-based curriculum facilitator courses and provide trainings as needed to meet community and/or business needs
  • Represent Health and Human Services at community and school meetings, and special interest groups.   
  • Attend and actively engage with monthly Prevention Team meetings and program-specific coordination meetings with colleagues as assigned by Supervisor.
  • Demonstrate effective written and verbal communication for professional and lay audiences
  • Drive motor vehicle to provide service in the community.
  • Complete reports and collect data.
  • Provide technical assistance as needed.
  • In a public health emergency assists MCHHS Public Information Officer and/or performs other public information related functions.

Other duties as assigned by your supervisor.

May be required to flex time or work additional hours on weekends or evenings to accommodate business needs.

Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
EXPERIENCE AND TRAINING
  1. Bachelor's degree with specialization in education, public health, health, nursing, sociology, psychology or social sciences; and one year of related experience which may include an internship; OR
  2. Bachelor's degree with a minor in education, public health, health, nursing, sociology, psychology, or social sciences; and one and a half years related experience which may include an internship; OR
  3. Bachelor's degree; and two years' experience in education, public health, health, nursing, sociology, psychology, or social sciences; OR
  4. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services.
  • Final candidate must provide own transportation and must provide and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806).
  • It is a Marion County Health Department policy that a criminal history background check be conducted on all new employees.
  • This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).
  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule:  Monday through Friday 8:00 AM - 5:00 PM, with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the objectives, principles, theories, and practices of health education and the organization and functions of public health; basic life sciences, sociology, community and social organization, and of modern educational theory, literature and techniques; strong communication skills.

Ability to practice successful negotiation and persuasion skills; effectively conduct investigations by interviewing, verifying facts, and documenting information; make constructive evaluations of public health education curricula, programs, methods and accomplishments; lift at least 40 pounds.

PHYSICAL REQUIREMENTS
Drives a motor vehicle in the performance of duties; uses depth perception; reads a 12 pt. font; distinguishes colors and shades; speaks with a clear and audible voice; hears a normal level of speech; sits; stands; climb stairs; moves about the work area; reaches overhead; bends forward; uses hands and fingers to grasp and manipulate objects; operates a keyboard; lifts, pushes, pulls, moves carts and carries up to 40 lbs. for up to 100 yards; on rare occasion may work around dust, smoke, vibration or radiation; may encounter uneven areas when working in community or school visits; will transport projector and laptop in rolling bag and will lift bag into and out of vehicles.
