The City of Oceanside is accepting applications for a temporary, part-time, Consulting Assistant in the Development Services Department, Engineering Division. 

Under general direction, a Consulting Assistant provides Citywide professional expertise and project assistance in a particular field; and also provides management/staff consultation and policy/procedure administration assistance.

The current needs for the Engineering Division are for a Consulting Assistant that has completed at least 90 semester units (be in the second half of Junior Year) of a civil engineering curriculum. The Consulting Assistant will provide assistance to the City Land Surveyor and the CIP and Land Development Engineers with project management; light design and project calculations duties as assigned; field and office surveying; review of progress payments and project schedule; review grading plans, erosion control plans, storm water plans, and hydrology and/or hydraulic calculations; and other duties as assigned. 
This position is a temporary, hourly, extra-help position which does not include leave or medical benefits, and will not exceed 999 hours in a fiscal year. 

Specific duties may include, but are not limited to: inspection of public works construction projects to ensure quality of work; interpretation of construction plans, grade sheets and specifications; application of public works safety standards and requirements, City and local laws, codes, ordinances, specifications and standards; prepare accurate and concise daily inspection reports; entering and walking into construction sites; inspecting underground construction, street construction, landscape construction, and irrigation systems; identification of plant materials; attendance at site and staff meetings; communication both oral and written, with contractors, project managers, City staff and the public; and other duties as required.

Typical duties may include, but are not limited to: responsible for direction, consultation, and dissemination of professional information to management, staff and policy makers; researches, interprets, revises, and creates policies; provides assistance to management and staff for projects; maintains positive communications with management and staff; and performs other duties as required.
 
Knowledge of:
  • Public administration policies and practices.
  • Computer business software, including spreadsheet software.
  • Modern principles of inspection techniques and materials used in assigned public works projects.
  • Safety standards and requirements in public works construction.
  • City and local laws, codes, ordinances, specifications and standards relating to public works construction.
  • Approved street construction methods and materials.
  • Underground construction methods and safety requirements.
  • Nomenclature, symbols, methods, practices, techniques and instruments used in engineering and mapping.
  • Mathematics as applied to inspecting public works projects.
  • Field practices of landscape construction.
  • Operation of irrigation systems.
  • Plant materials including identification, growth habits, nutritional requirements and pest control.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Modern office procedures, methods and equipment including computers and applicable software applications.
  • Principles and procedures of record keeping.
  • Principles of business letter writing and basic report preparation.

Ability to:

  • Interpret and implement policies and procedures.
  • Handle multiple assignments simultaneously.

  • Prepare written reports and other correspondence as required as part of the grant funded program.
  • Read and interpret basic public works construction plans, grade sheets and specifications.
  • Apply proper inspection techniques to obtain specified construction defined by City requirements and contract awards.
  • Understand grades and mixes of asphalt and cement construction materials.
  • Estimate quantities and make accurate arithmetical calculations.
  • Inspect the installation and maintenance of landscaped properties.
  • Identify deviations from approved construction plans and take appropriate action.
  • Maintain and update accurate records and files.
  • Prepare clear and concise reports.
  • Perform basic mathematical calculations accurately.
  • Work independently and efficiently to carry out assignments.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
  • Establish and maintain effective relationships with those contacted in the course of work.
 
Experience and Training Guidelines:
Prior office engineering experience is preferred, completion of 90 semester units of engineering curriculum will take place of the training and experience noted herein.
 
Experience Two years' experience inspecting a wide variety of public works construction.
 
Training:  Equivalent to the completion of the twelfth grade supplemented by specialized training involving inspection of public works projects.  
 
License A current, valid California driver license.
Environmental Conditions:  Office environment and field environment; travel from site to site; exposure to noise, dust, heat, smoke, fumes, gases; inclement weather conditions; exposure to computer screens, and extensive public contact.
 
Physical Conditions Essential functions may require maintaining physical condition necessary for walking or standing for prolonged periods of time; entering and walking through construction sites; speaking and hearing to exchange information; visual acuity to read and interpret specifications and drawings, and conduct public works inspections.

Selection Process All properly completed applications and supplemental questionnaires will be reviewed.  The most appropriately qualified individuals may be invited to an oral interview to assess job-related qualifications.

Note:  Prospective employees will undergo and must successfully pass, a background reference check (including fingerprinting) and a medical examination.  Drug screening may be required.
