BUILDING BRIGHTER FUTURES

The Cleveland Board of Education adopted the Building Brighter Futures (BBF) initiative on December 9, 2025. Building Brighter Futures is a strategic and data-driven plan shaped by more than a year of community engagement, information analysis, and thoughtful deliberation. The goal of this plan is to strengthen enrollment and ensure scholars attend a newer school building that offers more educational opportunities, including algebra in the eighth grade, more sports and extracurricular activities, and college credits and college and career pathways in high school. BBF is ensuring academic excellence so every CMSD scholar can thrive.

THE OPPORTUNITY:

Compensation: $ 68,891.00 - $ 93,003.00

Manages all aspects of non-academic related interactions between Non-Public Schools and the District including but not limited to State Auxiliary Services and federal Title Funding Equitable Services. Creates and analyzes budgets, responsible for the forecasting of funding and financial resources, and supervising central office and off-campus employees (i.e. Fiscal Liaisons, Procurement Specialists, Analysts).

Auxiliary Services

  • Develop and manage the Auxiliary Services budget for all nonpublic schools based on funding received from the Ohio Department of Education and Workforce (ODEW).  [Approx. $4M/year].
  • Compute cost estimates for the nonpublic schools in regard to salaries and fringe benefits of assigned and designated employees and monitor expenditures.
  • Review all requests for educational materials, supplies and equipment, or capital outlays received from the nonpublic schools for compliance with the applicable ODEW guidelines.
  • Review and approve all purchase requisitions prepared by district staff on behalf of nonpublic schools.
  • Review and approve all payroll for Auxiliary Services funded office staff positions.
  • Meet with nonpublic school heads and principals on a regular and no less than an annual basis to determine personnel needs for the upcoming school year as part of a Needs Assessment analysis.
  • Meet with new nonpublic school principals and staff to review funding guidelines and applicable district policies and procedures.
  • Conduct in-person visits with the staff and management of nonpublic schools to review budgets and expenditures.
  • Meet with the senior management of the district’s Academic Resources, Nursing Services, Special Education & Related Services and Talent departments to assure appropriate and certified personnel are in place at the beginning of each school year.
  • Prepare proposal solicitations that require public bidding through a Request for Proposal process (RFP), evaluate potential contractors and suppliers and make recommendations to the Chief Financial Officer for the district to negotiate contracts for third party contract services, e.g. psychologists, speech therapists, etc.
  • Prepare and submit all proposed contracts to the Legal Services Department for review and authorization to use.
  • Supervise, manage, and evaluate central office and off campus employees assigned to Auxiliary Services funding, e.g. Fiscal Liaisons, Procurement Specialists.
  • Prepare and submit all requests for reimbursement to ODEW for repairs/maintenance performed on modular units.
  • Prepare and submit the Final Expenditure Report due to ODEW by November 15th of each year.
  • Serve as CMSD’s Auxiliary Services representative at the Cleveland Diocese Office of Catechetical Formation and Education meetings.

Equitable Services

  • Monitors and provide support to all non-public schools participating in federally funded Title programing for the servicing of resident Cleveland students.
  • Oversee the planning, implementation, and monitoring of all Federal grants awarded to the district on behalf of nonpublic schools serving resident Cleveland students ($10M+/year).
  • Responsible for computing all cost estimates for servicing a nonpublic school, designating the cost of personnel, and monitoring expenditures.
  • Review and approve all purchase Requisitions prepared by the Academics Nonpublic Services team.
  • Prepare and coordinate with Grants Management office staff the submission of any Final Expenditure Report involving nonpublic equitable services to ODEW by September 30th of each year.
  • Serve as CMSD Finance’s Equitable Services representative at the Cleveland Diocese Office of Catechetical Formation and Education meetings.

Job Qualifications         

  • The successful candidate should have the ability to advance and incorporate the CMSD’s mission and vision with the aims and intentions of the district’s nonpublic partners.  Must have an Undergraduate Degree – Required.  Preference given to CGMS certification or degrees in Accounting, Business Administration, Educational Administration, Finance, Non-Profit Management, and Public Administration or Policy.
  • Four years’ experience in budgeting, business administration, financial analysis or management, financial planning, or grants management, preferably in a large not for profit or government organization.
  • Ability to plan, organize and manage projects and work.
  • Ability to work independently and meet deadlines.
  • Experience analyzing proposed or newly enacted legislation and regulations to assess their financial impact on district planning and resources.
  • Strong problem solving and financial analysis skills, PC literate.
  • Excellent communication and interpersonal skills, ability to interact with internal and external stakeholders at all levels.
