Job Description:
Parsons is looking for an amazingly talented Planning Director to join our team! In this role, you will lead all planning, scheduling, programme controls, progress monitoring, delay analysis, and schedule governance activities associated with a major infrastructure and development project. Acting as a senior member of the project team, you will provide strategic programme leadership, oversee schedule compliance, support FIDIC contract administration, and ensure successful project delivery through robust planning and programme management practices.
Programme Leadership
Lead project planning, scheduling, and programme controls strategy.
Establish planning standards, reporting procedures, and governance frameworks.
Advise the Client and FIDIC Engineer on programme-related matters.
Lead programme reviews and stakeholder engagements.
Programme Controls & Compliance
Review and assess baseline, revised, and recovery schedules.
Ensure compliance with contract requirements, FIDIC procedures, Primavera P6 standards, and client requirements.
Monitor critical path, milestones, float utilization, and schedule risks.
Track progress against approved baselines and forecast completion.
Delay Analysis & Contract Administration
Review delay notices, EOT submissions, claims, and variations.
Conduct delay analyses including TIA, Window Analysis, and As-Planned vs As-Built assessments.
Support Engineer determinations and contractual time-related decisions.
Maintain auditable schedule and delay records.
Risk, Recovery & Change Management
Lead schedule risk assessments and mitigation planning.
Facilitate recovery workshops and evaluate acceleration proposals.
Assess programme impacts of variations, change requests, and scope amendments.
Monitor implementation of corrective actions.
Reporting & Stakeholder Management
Prepare executive dashboards, weekly and monthly reports.
Present programme performance and recommendations to senior stakeholders.
Coordinate programme interfaces with contractors, authorities, utilities, operators, and commissioning teams.
Testing, Commissioning & Handover
Review commissioning, testing, and handover programmes.
Monitor readiness for approvals, certification, asset handover, training, and defects liability obligations.
What Required Skills You'll Bring
Bachelor's Degree in Civil Engineering, Construction Management, Project Management, Engineering, or related discipline. Master's Degree preferred.
20+ years of planning and project controls experience.
10+ years in senior planning/project controls leadership roles.
5+ years as Planning Director or Head of Planning on large-scale infrastructure or mega projects.
Strong Middle East experience, preferably Saudi Arabia.
Extensive FIDIC contract administration and EOT assessment experience.
Expert user of Primavera P6.
Advanced CPM scheduling and schedule risk analysis.
Earned Value Management (EVM).
Delay analysis and Extension of Time assessments.
FIDIC Red Book and Yellow Book expertise.
Claims support, change control, and programme governance.
Preferred Certifications
AACE, PMI, PMP, PSP, CCP, CEng, or equivalent professional credentials.
