Compensation Grade

The Utilities Project & Safety Specialist is responsible for leading all Manufacturing department aspects of project execution, vessel inspections, and other special assignments while also providing safety coaching and auditing for the asset operations team. In addition, this role serves as process control board vacation relief in our manufacturing area. 

Accountability 1: Meet all SHE objectives and comply with all governmental laws and policies for a manufacturing site.

  • Ensures compliance with HSSE (Health, Safety, Security, and Environment) standards and expectations set through the INEOS Life Saving Rules and 20 Safety Principles.
  • Sets an example on HSSE responsibilities with all teams this role interacts with, including cross-functional teams.
  • Promoting safety culture through visible leadership in the field, including safety observation conversations, audits, and near miss reporting.
  • Promotes and sponsors participation on safety programs and committees for site-wide initiatives.
  • Continuously stimulates employee’s safety awareness including championing the hazard recognition program.
  • Promotes operating envelopes sustainability, tracking, reporting and deviation assessments.
  • Delivering against personnel and process safety KPIs for their assigned projects and efforts, suggesting interventions for measurable improvements where required.
  • Responsible for initiating safety device bypass approval and managing the removal of the bypass in accordance with procedure when applicable during board operation. 
  • Responsible for carrying out all work activities in compliance with state and federal environmental regulations.
  • Takes personal leadership role in daily activities, task planning, incident investigations with RCA, MOC process, PHAs, near miss reviews, audits and other activities and work performance as they relate to the site's key focus areas of safety, environmental, quality, reliability, and cost of operation.
  • Ensures proper training and hazard awareness is displayed by operations personnel and coaches where there are identified gaps.
  • Conducts task-specific behavioral observations on prioritized tasks, including safety concerns.
  • Audits crew personal safety / risk processes and works with areas to align and improve.
  • Coordinate with Training department on safety related operations training such as Safe Work Permitting, LOTO etc.
  • Participation in and development of safety plans such as deviation permits, ventilation plans, etc.
  • As a permit signatory, provide Safe Work Permit coaching / guidance to the shift teams. Support during periods of high activity or resource shortages (e.g. turnarounds, holidays). 

Accountability 2: Achieving asset production and reliability objectives through execution of projects, vessel inspections and other special assignments.  

  • Participate in effective crew safety and project meetings, lead as requested by management. 
  • Lead projects such as, but not limited to capital projects, expense projects, vessel inspections, unit expansions, and process improvement projects or efforts.
  • Lead development of equipment return to service documentation for assigned projects.
  • Responsible for directing field activities, including both internal and third party workers, to ensure safe and reliable outcome.
  • Accountable for providing the Site Shift Leads and Asset Operations Supervisors feedback on Manufacturing support needs for projects and special assignments so they can be appropriately scheduled.
  • Responsible for driving schedule and budget compliance for Manufacturing elements of project execution.
  • Responsible for driving improvement in aspects of AsCare Element 1 (Housekeeping), Element 2 (Civils) and Element 3 (Asset Condition) to achieve annual targets.
  • Responsible for gaining and maintaining process knowledge of the units and process changes to the units to enable effective operation and detection of unusual process conditions;
  • Uses knowledge to troubleshoot and resolve issues, assisting in implementing corrections to minimize impact to operations and eliminate root cause.
  • Drafts and revises documents and procedures, as necessary.
  • Responsible for entering high quality Work Notifications (WN) that don’t require rework or reject and communicate the scope of repair needed to the asset work execution team.
  • Follows up on submitted WN to ensure proper visibility and priority has been assigned.
  • Follows up on rejected WN with operators to ensure proper troubleshooting and feedback is provided.

Accountability 3: Assist in training new department employees.

  • Responsible for working with the training department to ensure new department employees meet training requirements.
  • Responsible for some department specific training the new trainees will receive.
  • Provide feedback on trainee progress to the Operations Supervisor and, if requested, Asset Manager.

Accountability 4: Operate asset control board/console in vacation relief capacity.

  • Responsible for safe operation of the process within operating envelopes.
  • Lead operators working in the asset during 12 hour shift.
  • Ensure required operations tasks are completed on shift including operator rounds and inspection checklists, samples, and issuing of safe work permits.
  • Responsible for entering high quality Work Notifications (WN) that don’t require rework or reject and communicate the scope of repair needed to the asset work execution team for any maintenance needs that the outside operators identify during the shift.

Required profile:

Level of Education & Knowledge:

  • 18 Years of Age with a High School diploma or GED
  • 5+ years of Operator experience in chemical manufacturing.
  • 2+ years Console Operator experience or equivalent knowledge.
  • Must possess or obtain a Transportation Worker Identification Credential (TWIC) card prior to first day of employment.
  • Possess a current, valid license to operate a motor vehicle in the United States.
  • Must be legally authorized to work in the United States on a permanent basis without visa sponsorship (U.S. citizen, U.S. Permanent Resident).

Experience & Technical Skills:

  • Possess skills, knowledge, and training related to implementation of life critical processes: LOTO, system and process openings, working at heights, hot work, confined space entry, energized electrical work.
  • Strong knowledge of chemicals and their safe handling.
  • Strong process troubleshooting/problem solving skills.
  • Basic understanding of window-based programs: MS Word, MS Excel, Outlook.
  • Strong written and verbal communication skills.
  • Well-developed teamwork and leadership skills.
  • Self-initiated learning.
  • Time management processes and skills.
  • Self-initiated corrective actions/follow-through.
  • Demonstrated ability to coordinate cross-functional teams.
