Job Description:

The Oregon Business Development Department (dba Business Oregon) is excited to announce an opening for an HR Generalist (Human Resource Analyst 2) within our Human Resources Team. This position is offered as a job rotation or limited duration appointment, ending June 30, 2027, with possible extension based on funding and workload.

In this role, you will have a chance to learn and grow in a wide variety of HR functions, including recruitment, classification, equal pay, and more. Note: This position is eligible to work remotely approximately four days a week. The in-person work location will be in Salem. What you will do!

  • Recruitment : independently lead full‑cycle recruitments, including developing job announcements, posting advertisements, reviewing applications, and participating on interview panels while delivering excellent customer service to candidates.

  • Outreach and Networking: champion the agency at career fairs and networking events to boost employer presence and attract top candidates. Engage with community partners and professional networks to identify new recruitment opportunities, promote agency values, and broaden talent sourcing channels.

  • Classification: conduct position classification analyses by reviewing position duties, responsibilities, and distinguishing features to conduct accurate classification analyses and ensure proper allocation.

  • Equal Pay Analysis: perform equal pay analyses to evaluate position compensation, identify potential disparities, and ensure compliance with equal pay requirements.

  • Coaching:  provide your guidance and expertise to employees, managers, and other HR analysts on topics including FMLA/OFLA, workers’ compensation, Americans with Disabilities Act (ADA), classification and compensation, recruitment, training, performance evaluations, and so much more!

  • Customer Service & Workplace Culture: create a welcoming, approachable, and inclusive environment. Maintain positive working relationships with employees at all levels.

What you need to qualify:

As a Human Resource Analyst 2
A Bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority and two years of Human Resource professional-level experience related to the position.

OR

Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.

OR

Five years Human Resource experience related to the position. Three of the five years must have been at the professional level.

A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.

Requested Skills:

  • State of Oregon HR Experience. Preference will be given to candidates with State of Oregon experience in HR Generalist functions, including, but not limited to FMLA, ADA, recruitment, classification, equal pay, Workday etc.

  • Recruitment: Demonstrated experience conducting full-cycle recruitments, including drafting job announcements, posting advertisements, screening resumes, coordinating interviews, preparing interview materials, interviewing candidates, and coaching hiring managers on hiring practices and policy requirements. 

  • Outreach: Experience and excitement for representing the agency at career fairs, mock interviews, Say Hey events, and other outreach or community engagement activities.

  • Classification & Compensation: Experienced in developing clear and accurate position descriptions, conducting thorough desk audits, and performing comprehensive classification reviews and analyses. Skilled in reviewing and processing equal pay analyses to ensure compliance and equity across the organization.

  • Communication Skills: Excellent written and oral communication skills and the ability to maneuver difficult and sensitive conversations with individuals and groups.

  • Initiative: Takes responsibility for deciding where the work need is and coordinate their daily schedule accordingly. The ideal candidate looks for opportunities to streamline current work processes and develop new procedures for efficient workflow. Ability to work independently and be self-motivated.

  • Teamwork. Ability to be part of a cross-functional team, be supportive to colleagues, and to build trust and rapport with people from all backgrounds and experience levels.

  • Confidentiality. Exceptional ability and experience maintaining confidentiality to the highest degree.

Job Rotation and Limited Duration Information

This position may be filled as either a job rotation or a limited duration (LD) appointment, ending June 30, 2027 with the possibility of extension based on funding and workload.

Job Rotation: A job rotation is a temporary assignment that allows you to try something new, develop skills, and broaden your experience while keeping the security of your current position.

  • You keep your base job and return to it at the end of the rotation.

  • If either you or the manager decides the rotation isn’t the right fit, it can end early.

  • Your pay will not decrease; if your current salary is higher than the rotation range, it stays the same.

  • You may receive additional pay if the rotation is at a higher salary range and you meet the minimum qualifications for the higher-level position.

  • Experience gained can strengthen your résumé and competitiveness for future opportunities.

To apply as a job rotation, you must be a current State of Oregon employee in a permanent or limited duration (expected to last until June 30, 2027) position. Supervisor approval is required and should be attached to the application.

Limited Duration Appointment: A limited duration appointment is a non-permanent position tied to specific project or funding timelines. Limited Duration employees receive full benefits and remain eligible to apply for internal recruitment during the appointment.

  • This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period.
