Job Description:

EMPLOYER:               Ferrovial Webber Energy, LLC  

POSITION:                  Pre-Construction Manager (2 open positions)

WORKSITE:                1725 Hughes Landing Blvd, The Woodlands, TX 77380

JOB DUTIES:      

  • Review project plans and specifications to determine project feasibility such as project site constraints, land, existing facilities, and proposed technologies, treatment considerations, and water resource data to maximize project value.
  • Compile conceptual estimates, including project benchmarks and other details.
  • Coordinate with the estimating team to develop cost estimates and budgets for projects.
  • Develop, distribute and evaluate submissions on Requests for Proposals (RFPs) to subcontractors and suppliers.
  • Develop procurement, risk and project management plans.
  • Coordinate with architects, engineers, and other design professionals to refine project plans.
  • Identify and negotiating with subcontractors and suppliers.
  • Develop schedules and timelines for project completion.
  • Review and negotiating contracts with clients.
  • Manage the bidding process for subcontractors.
  • Provide regular updates to clients and team members on project progress.
  • Identify and addressing potential problems or issues that may arise during the preconstruction phase.
  • Plan and lead the preconstruction strategy meeting on the approach to the project or estimate.
  • Assure that potential risk factors have been evaluated and reviewed with senior management.
  • Develop and negotiate Guaranteed Maximum Price Proposals with Clients, Owner’s Advisors and Engineers.
  • Supervise supporting staff (i.e., project managers, project engineers, schedulers, etc.) during the preconstruction phase of projects.

            

MINIMUM EDUCATION: Bachelor's degree in Construction Management, Civil Engineering, Architecture, Industrial Engineering, or related

MINIMUM EXPERIENCE: 4 years’ experience with cost estimating, scheduling, and risk management for large-scale projects. EPC delivery models, procurement strategies, and

contract negotiations. Estimating software, scheduling tools (Primavera P6, MS Project), and project management platforms. Managing design teams and coordinating with stakeholders.

TRAVEL REQUIREMENTS: 15% domestic travel regional – meetings with potential clients.
