Job Description:
Human Resources Advisor
Purpose:
Under general direction, provides management and employee groups journey-level professional human resources (HR) support on a broad range of HR issues and decisions. Responsible for the implementation of services and programs in one or more areas of HR.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Assists HR management in planning, designing, developing, implementing, and evaluating major HR programs.
Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures.
Implements HR programs, procedures, processes, and strategies.
Recommends enhancements to improve policies, procedures, operational efficiency, and service quality; and monitors implementation of agreed upon actions until the problem has been resolved.
Advises and influences management in making sound HR-related decisions.
Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed.
Provides training to managers and supervisors on HR topics and procedures.
Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development.
Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.

Minimum Qualifications:
Graduation with a Bachelor’s degree from an accredited college or university in related field, plus three (3) years of HR experience.
One (1) additional year of experience may substitute for the education up to the maximum of four (4) years.
Preferred Qualifications:
Demonstrated knowledge of Texas Workers' Compensation laws, statutes, regulations, and claims administration.
Experience administering employee leave and accommodation programs, including the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), and related programs.
Experience providing guidance and consultation to employees and leadership on leave management, accommodations, and applicable policies.
Experience developing, facilitating, and delivering HR training and presentations for employees and management.
Ability to travel to multiple work locations as needed.
Notes to Candidate:
The Human Resource (HR) Advisor is responsible for administering FMLA, ADA, Workers' Compensation, and all City of Austin (COA) leave programs, including the associated timekeeping and coding. This role serves as a trusted resource for employees and management by providing guidance on leave policies, accommodations, and benefits.
This position proactively identifies, researches, and resolves leave management issues while ensuring all leave programs are administered in compliance with applicable laws, COA policies, and established procedures.
The ideal candidate is an effective communicator who thrives in a fast-paced environment and is comfortable interacting with employees at all levels of the organization, from front-line staff to executive leadership. Strong organizational, presentation, and interpersonal skills are essential, along with the ability to actively listen, collaborate, and build trusted working relationships.

A skills assessment will be required for this position.
Salary Range:
$65,390.00$ to $81,740.00
Travel:
This position requires traveling to multiple sites as part of the regular job duties. A driving record verification will be conducted. Critical:
This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

Work Hours:
8:00 AM-5:00 PM, Monday-Friday.
Hours may change according to departmental needs; work hours may include after hours, holidays, and weekend work.
