SUMMARY: Directs the enforcement of state and local laws pertaining to the apprehension and services of animals within Nueces County (excluding the cities of Corpus Christi, Robstown, and Bishop).

SUPERVISION EXERCISED: Directs the activities of three Animal Services Officers, one kennel shelter attendant and a clerk. Carries out supervisory responsibilities in accordance with Nueces County policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Ensures that staff is properly trained and up to date regarding animal services methods and legal requirements.

Reviews and approves personnel timesheets.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Develops and implements a prevention program for Rabies Control including vaccination clinics; promotion projects; flyers, school presentations, and scheduled patrols of the county.

Oversees the care and handling of animals received from the public or picked up/captured in the field.

Resolves complaints from the public.

Under U.S. Drug Enforcement Agency regulations instituted in 2001, is responsible for the usage and security of all Schedule III licensed drugs for tranquilizing and euthanizing animals. Keeps these items in prescribed locked security and maintains records of the drugs in case of DEA audits.

Advises local and County Officials (Constables, Sheriff’s Office, County Commissioners, Justices of the Peace) regarding animal services practices and relevant state and local laws.

Carries out inspections of adoption shelters, horse stables, and other animal facilities for compliance with state and local laws and regulations.

Guides and supervises Animal Services Officers in their preparations for court hearings and testimony.

Reviews and finalizes all bite cases, cruelty cases, specimen laboratory reports and billing invoices.

Advises victims of test results regarding possibly rabid animals. Ensures that invoices pertain to each city being billed.

Screens all after-hours calls from law enforcement agencies and assigns personnel to respond as needed.

Plans and schedules patrols of various sections of the County. Assists Animal Services Officers in patrolling problem areas.

At the request of the Texas Department of Health, occasionally serves as an instructor in state courses required for basic and advanced certification in animal services techniques and policy.

Attends meetings of the Animal Services Advisory Board.

Handles press releases and/or media requests regarding animal services matters.

Oversees the maintenance of the County Animal Shelter facilities.

Monitors and directs maintenance and repairs of vehicles, shelter and equipment.

Prepares an annual budget for the Animal Services program and presents proposals to the Commissioners Court for approval. Monitors expenditures after budget is finalized.

Reviews and approves all invoices and purchase orders for supplies, equipment, parts and materials.

Monitors revenue intake (reclaimants, adoptions, vaccinations, and payments from cities under contract). Prepares and makes deposits.

Prepares monthly reports to Commissioners Court.

OTHER DUTIES: Assists law enforcement with tranquilization of livestock.

Researches state laws and recommends revisions of County regulations as needed.

When due for renewal, prepares and revises Intergovernmental Agreements.

EDUCATION and/or EXPERIENCE: Minimum Qualifications: 1) high school diploma or GED certificate, plus five years of fulltime paid experience in animal services; or 2) a bachelor’s degree in a related field plus one year of experience. (One year of full-time college study is equivalent to one year of work experience.)

Any equivalent combination of experience and training which provides the required knowledge, skills and abilities, may be considered for current Nueces County employees only.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as discounts, interest, proportions and percentages.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS: Basic Certification as an Animal Services Officer by the Texas Department of Health must be obtained within 4 months of employment. Valid Texas Class C Driver's License.

OTHER SKILLS AND ABILITIES: Thorough knowledge of the care and handling requirements pertaining to animal and animal shelter operations. Demonstrated skill in the handling and care of animals. General knowledge of ordinance and rules and regulations pertaining to the Animal Services Department. Ability to administer budget, plan program improvements and supervise/train personnel. Ability to communicate well both verbally and in writing. Public speaking skills and exceptional ability to deal effectively and courteously with the public.

While performing the duties of this job, the employee occasionally works near moving mechanical parts. The noise level in the work environment is moderate if employee is working in the office. The noise level when the employee is in the kennels is loud. Capturing and restraining domestic, livestock and wild animals involves the employee’s exposure to possible bodily injury.
