The Role

The Chief Information Officer will have overall responsibility for the technology landscape supporting two manufacturing facilities located in two sites in the Calabarzon area. This includes IT infrastructure, network operations, manufacturing systems, Warehouse platforms, MES, and OT environments.

The position serves as the primary IT leader and strategic technology partner for the General Manager and site leadership across both facilities. The Director will identify business and operational requirements, convert them into appropriate technology initiatives, and work closely with corporate IT to ensure local priorities support the organization’s broader technology strategy.

The role is accountable for the availability, reliability, performance, security, and continuity of IT services across both manufacturing sites. It will also provide site-level input to corporate IT regarding improvements to enterprise applications, infrastructure, and manufacturing technology.

 

Your Responsibilities

• Provide end-to-end ownership of the technology environment across the Cavite and Laguna facilities, covering IT infrastructure, network operations, applications, manufacturing systems, and OT.

• Function as the highest-level IT contact for both locations and serve as a trusted technology advisor to the General Manager, site leadership, and business stakeholders.

• Assess operational and business requirements and translate them into IT initiatives, requirements, and priorities.

• Work with corporate IT teams to incorporate site requirements into roadmaps involving MES, ERP, and other enterprise applications and platforms.

• Ensure all local technology activities adhere to established corporate IT strategy, architecture, governance, security policies, and technical standards.

• Manage and develop the site IT organization, including resource planning, recruitment, performance management, employee development, and capability building.

• Ensure uninterrupted support for critical manufacturing and factory systems, including MES, SCADA, ERP, Warehouse systems, and OT infrastructure.

• Partner with corporate IT and specialized technical teams to resolve major incidents, implement system enhancements, and improve the reliability of manufacturing technology.

• Oversee IT service delivery at both locations, including third-party providers, vendors, contracts, and technology projects.

• Ensure IT projects and vendor engagements are delivered according to agreed scope, timelines, budgets, quality expectations, and security requirements.

• Establish disciplined change management practices for production environments, ensuring changes are properly assessed, approved, scheduled, implemented, and documented with minimal business disruption.

• Take responsibility for site IT financial management, including budgeting, purchasing, vendor costs, contracts, and technology asset lifecycle management.

• Oversee the lifecycle of IT equipment and technology assets deployed across both administrative and manufacturing environments.

• Develop, maintain, and regularly test business continuity and disaster recovery plans covering critical technology services and potential disruptions involving power, networks, systems, or infrastructure.

• Establish and review IT operational metrics such as system availability, incident response, service performance, project delivery, and operational efficiency.

• Analyze performance data, incident patterns, business KPIs, and stakeholder feedback to identify issues, prioritize investments, and implement continuous improvement initiatives.

• Ensure compliance with corporate cybersecurity requirements, identity and access management policies, endpoint security standards, and other technology controls.

• Support audit activities and maintain readiness for SOX compliance, while working with EHS and Quality teams to ensure IT activities comply with applicable safety and environmental requirements.

• Provide IT leadership for major business and facility initiatives, including site expansions, new production lines, facility relocations, and M&A integrations.

• Ensure technology requirements are incorporated into new facility and production initiatives from planning through implementation and operational handover.

• Promote a metrics-driven IT culture by using operational data, service trends, incident analysis, and business performance indicators to make decisions and improve both IT services and manufacturing operations.

 

What We Are Looking For

• Bachelor’s degree in Information Technology, Computer Science, Engineering, or an equivalent discipline is mandatory.

• Minimum 15 years of progressive experience in IT, including 3–5 years in a leadership or management position.

• Strong communication and stakeholder-management capabilities, with the ability to work effectively with personnel on the factory floor as well as senior executives.

• English proficiency is required; Tagalog proficiency is strongly preferred.

• Demonstrated experience leading IT operations within manufacturing, semiconductor, industrial, or similarly complex production environments.

• Strong knowledge of technology supporting manufacturing operations, particularly MES, SCADA, Warehouse systems, and OT infrastructure.

• Experience working with corporate IT organizations to adopt enterprise standards, governance frameworks, architectures, and technology strategies at the site level.

• Practical knowledge of campus networking and security technologies, including:

  • Cisco switching and wireless technologies

  • Cisco ASA / Firepower

  • SD-WAN

  • NAC / 802.1X

  • Cisco ISE

  • SolarWinds

• Strong knowledge of ITSM processes, including Incident, Request, Problem, Change, and Knowledge Management.

• Experience operating within formal CAB and production change-management processes.

• Demonstrated experience managing technology vendors, budgets, and projects, with evidence of delivering measurable business and operational results.

• Ability to participate in after-hours and weekend maintenance activities when required.

• Solid understanding of IT infrastructure, cybersecurity, endpoint management, and technology operations.

• ITIL, PMP, CISSP, or equivalent certification is preferred.

• Experience with MES/test stations and collaboration between IT and OT teams within high-mix, high-throughput manufacturing environments.

• Exposure to Lean, Six Sigma, or Industry 4.0 initiatives is an advantage.
