JOB OVERVIEW
MartinFed is seeking an experienced Project Manager to lead and oversee the successful execution of a federal task order. The Project Manager will serve as the primary leader for the Contractor's team and will be responsible for overall performance, coordination, and delivery of work in accordance with contractual requirements.

ESSENTIAL FUNCTIONS:
- Lead and oversee the Contractor's project team and maintain responsibility for the successful performance of work under the task order.
- Manage day-to-day task order execution to ensure activities are completed in accordance with contractual requirements, schedules, budgets, and performance objectives.
- Provide coordination, visibility, and control across project activities, workstreams, personnel, deliverables, and milestones.
- Monitor project financial performance, including budgets, expenditures, labor utilization, forecasts, and other applicable financial metrics.
- Track project activities, schedules, milestones, dependencies, risks, issues, and action items.
- Coordinate the development, review, submission, and tracking of contractual deliverables.
- Prepare and deliver recurring status reports, performance reports, briefings, and other project documentation required by the Government.
- Lead and participate in In-Progress Reviews (IPRs), status meetings, and other project and program reviews.
- Monitor task order performance and identify potential schedule, cost, resource, or performance risks before they impact project objectives.
- Develop and implement corrective actions and mitigation strategies as necessary.
- Incorporate Government feedback and direction into project activities and ensure appropriate follow-through by the Contractor team.
- Maintain regular communication and coordination with the COR, Government PMs, technical stakeholders, and Contractor leadership.
- Facilitate timely resolution and escalation of project issues, risks, and resource constraints.
- Ensure project documentation, reporting, and performance records are accurate, current, and maintained in accordance with contractual requirements.
- Support workforce planning and resource allocation to ensure appropriate staffing levels and capabilities are maintained throughout the Period of Performance.
- Promote accountability, collaboration, and consistent performance across the Contractor team.
QUALIFICATIONS:
- United States Citizen with a DoD Secret clearance.
- Bachelor's degree in Business Administration, Project Management, Information Technology, Engineering, or a related discipline; equivalent relevant experience may be considered.
- 8+ years of professional experience, including demonstrated experience managing complex projects, programs, or federal task orders.
- Demonstrated experience leading multidisciplinary teams and overseeing project performance, schedules, deliverables, and resources.
- Experience with project financial management, budgeting, forecasting, and performance tracking.
- Experience developing and presenting project status reports, performance metrics, and executive-level briefings.
- Strong understanding of project management methodologies, risk management, change management, and performance monitoring.
- Demonstrated ability to manage multiple priorities, deadlines, and workstreams simultaneously.
- Strong written and verbal communication skills with the ability to effectively engage Government customers, technical personnel, and senior leadership.
- Ability to identify project risks and issues and develop effective mitigation and corrective-action strategies.
- Proficiency with Microsoft Office applications and commonly used project management and collaboration tools.
DESIRED QUALIFICATIONS:
- Previous experience managing federal Government contracts or task orders.
- Experience serving as a primary Contractor interface with a COR, Contracting Officer, Government Program Manager, or Government Project Manager.
- Experience managing projects within DoD, DOE, DOJ, DHS, or another federal agency environment.
- Knowledge of federal contracting requirements and performance-based contract management.
- Experience with financial reporting, labor forecasting, staffing management, and contract deliverable tracking.
- Experience leading formal Government status meetings and In-Progress Reviews (IPRs).
- Familiarity with risk registers, integrated master schedules, performance metrics, and corrective-action tracking.
- Project Management Professional (PMP) certification or similar project/program management certification preferred.

- Inside office environment.
- Working on a computer for long periods of time.
- May involve long period of sitting at a desk.
- The work environment is fast-paced and sometimes involves extreme deadline pressures.
