Job Purpose:
The Project Manager is responsible for leading the successful planning, delivery, and performance management of large-scale building maintenance and refurbishment programmes. This includes managing complex works across multiple properties, ensuring that projects are delivered on time, within budget, and to a high standard of quality and customer satisfaction. The role plays a vital part in maintaining safe, well-maintained homes for residents, working closely with contractors, internal teams, and external stakeholders to coordinate and deliver services efficiently and effectively.
Working in a dynamic and customer-focused environment, the Project Manager will ensure that all activity complies with relevant standards, contractual obligations, and organisational objectives. By driving performance, identifying improvements, and addressing challenges proactively, the role contributes directly to the organisation’s commitment to providing excellent services, sustainable homes, and positive outcomes for residents.
Financial responsibility: £ 10,000 - £6million

Autonomy:
Working under the broad direction of the Senior Projects Manager, this role has a high degree of autonomy in determining how programmes of work are delivered, how project teams are coordinated, and how resources are allocated to meet organisational and contractual objectives. The Project Manager is expected to use sound judgement, apply technical expertise, and take initiative in managing day-to-day operations, resolving issues, and driving performance across complex and multi-faceted projects.
The role operates with minimal supervision and plays a key part in implementing the organisation’s strategic priorities at a service delivery level. This includes influencing how building safety, sustainability, and value-for-money objectives are realised through planned investment and refurbishment programmes. The Project Manager ensures that corporate goals are translated into practical outcomes, supporting continuous improvement, resident satisfaction, and high-quality asset management.
Key Accountabilities:
Programme Planning and Mobilisation
Support senior managers in the design, procurement, and mobilisation of planned investment and retrofit programmes. Ensure that all preparatory work aligns with contractual terms and delivers on organisational priorities. Help to shape delivery models that are efficient, cost-effective, and focused on achieving high-quality outcomes for residents.
Project Delivery and Compliance
Take responsibility for ensuring planned and retrofit works are delivered on time, within budget, and to the required standards. Identify risks or barriers to delivery and take action to resolve these quickly. Ensure that retrofit works comply with all relevant guidance and standards, including national specifications, and that all delivery partners hold the correct accreditation. Monitor delivery progress and proactively manage any challenges that could impact performance or cost.
Contract and Supplier Management
Act as the main point of contact for all contract-related matters, working with contractors to develop service plans that meet both performance targets and resident expectations. Lead monthly contract meetings, review progress against improvement plans, and take action where issues arise. Rebalance workloads across contractors where needed to ensure consistent delivery and manage supplier performance through regular reporting and ongoing dialogue.
Performance Reporting and Stakeholder Engagement
Lead on performance reporting for internal and external stakeholders, including funders. Ensure reports are accurate, timely, and meaningful. Share insights on contractor performance across the organisation and externally where appropriate. Promote continuous improvement by identifying best practice, facilitating learning across partners, and driving collaborative solutions.
Financial Oversight and Risk Management
Track contractor spend against agreed budgets and authorise payments in line with procedures. Investigate any potential over- or underspend and take action to address these. Monitor high-cost properties and work with contractors to reduce expenditure where necessary. Ensure full compliance with audit requirements, responding promptly to any recommendations or identified risks.
Customer and Resident Focus
Act as a key point of contact for residents, housing teams, and other stakeholders, ensuring clear communication about the scope and impact of works. Respond to complaints, investigate root causes, and provide timely written responses. Keep residents well informed and ensure that service delivery meets their needs and minimises disruption.
Quality Assurance and Continuous Improvement
Carry out quality assurance checks to monitor the standard of works. Challenge poor-quality work or incorrect claims and take steps to put things right. Promote service improvement by encouraging shared learning, running joint workshops, and engaging with contractors and colleagues to build capability across the service.

Knowledge and Skills:
Essential
- Experience managing large-scale planned maintenance and refurbishment programmes in residential or social housing settings
- Strong understanding of property maintenance, asset management, and building construction
- Knowledge of contract management, including supplier performance and service improvement
- Familiarity with health and safety regulations and compliance standards relevant to housing works
- Ability to manage budgets, control costs, and monitor financial performance
- Strong written and verbal communication skills, including report writing and stakeholder liaison
- Confident decision-maker with good problem-solving and negotiation skills
- Competent in using Microsoft Office (Word, Excel, Outlook) and project management tools
- Minimum HNC/HND in Construction, Building Surveying or a related discipline
- Valid UK driving licence and access to a vehicle for business use
Desirable
- Membership of a relevant professional body (e.g. CIOB, RICS) or working towards accreditation
- Experience working with residents and resolving complaints in a social housing environment
- Understanding of sustainability, retrofit principles, and energy efficiency in housing
- Ability to analyse data and present performance information clearly
- Knowledge of procurement processes and tendering in the public or housing sector
- Experience working in a multi-contractor environment with a focus on continuous service improvement
