¨ Provide supervision to one of the Units of Children and Youth Services. Each unit is comprised of a maximum of five staff.
¨ Assume responsibility for a segment of Children and Youth Services including service planning, information and referral, foster placement, general protective services, family preservation services, parent education/homemaker services, and any other appropriate service.
¨ Meet regularly with workers individually and as a unit to discuss referrals and cases. Specific discussions focus on significant decisions, unusual cases, difficult problems, viable alternatives, and any factor impeding job performance.
¨ Review files as necessary to ensure compliance and agency policies and regulations.
¨ Attend unit meetings, staff meetings, and coordination of meetings as needed.
¨ Motivate workers to make use of their own potential so as to enable them to be more effective with their clients
¨ Interpret the program, policies, and procedures of the agency to individuals, groups, and other agencies.
¨ Evaluate workers on a formal and informal basis as required and necessary.
¨ Work in close conjunction with other agencies, and encourage the caseworkers to utilize these community resources in meeting the needs of their clients.
¨ Attend training as needed to maintain updated working knowledge of supervision, social work theory, community resources and child welfare initiatives.
¨ Assess training needs, register/provide appropriate training and assess worker’s ability to transfer new knowledge to the job.
¨ Write correspondence and reports as needed.
¨ Approve/disapprove leave requests and plan for unit coverage as necessary.
¨ Provide supervisory consulting on-call services on a rotation basis.
¨ Perform related work as required and assigned by the Director of Social Services and/or C&Y Administrator 3
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Ø Considerable knowledge of current social, economic and health problem and how they relate to child abuse/neglect.
Ø Considerable knowledge of individual and group behavior and ways of working effectively with adults and children who have social, economic, emotional or health problems.
Ø Knowledge of the basic principles and methods of program interpretation and community organization.
Ø Some knowledge of basic principles of supervision and in-service training.
Ø Ability to evaluate work of subordinates and to provide technical assistance and guidance.
Ø Ability to orient and instruct subordinates on procedures, techniques, and laws and regulations.
Ø Ability to work effectively with people and aid them to grow in the constructive use of their potential in adjusting to their specific problems.
Ø Ability to establish and maintain effective working relationships with other members of the staff, outside agencies and institutions and the working public.
Ø Ability to plan and organize work and prepare adequate records and reports.
Ø Ability to adequately express ideas orally and in writing and to interpret laws and regulations.
Requirements
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Two years of professional experience in public or private social work and a bachelor's degree with major course work in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or
- Any equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.
Other Requirements:
- This particular position requires you to possess a valid driver’s license which is not under suspension.

- You must be able to perform essential job functions.
Legal Requirements:
- You must pass a background investigation.
- This position falls under the provisions of the Child Protective Services Law.
- Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
Physical Job Requirements:
· Mobility/Ability: to travel between office locations, client homes, hospitals, and community sites. This may involve walking, standing, climbing stairs and/or driving.
· Sitting/Standing: Prolonged periods of sitting at a desk or computer, as well as standing or walking when conducting field visits.
· Lifting/Carrying: May require lifting or carrying files, office supplies, small equipment, a child, or an adult (typically up to 25-150+ pounds)
· Reaching/Bending: Regularly required to reach, bend, crouch, or kneel to assist clients or handle paperwork
· Fine Motor Skills: Frequent use of hands for typing, writing, and handling documents.
Mental and Emotional Demands:
· High Stress Tolerance: Ability to manage crisis situations, interact with individuals in distress, and handle potentially volatile situations.
· Communication: Frequent verbal and written communication with clients, families, healthcare providers and legal entities.
· Decision-Making & Problem-Solving: Requires critical thinking to assess client needs, develop care plans, and navigate complex social services.
Work Environment Considerations:
· Client Homes and Community Settings: May encounter unsanitary conditions, pets, smoke, or environmental hazards.
· Potential Safety Risks: Interactions with individuals experiencing severe mental illness, substance use disorders, or behavioral crisis.
· Flexible Schedule: May require evening, weekend, or on-call work depending on agency requirements.
