Management Analyst I: $83,570 - $ 112,006 Annually

Management Analyst II: $92,336 - $ 123,753 Annually


The ideal candidate is an experienced, highly analytical professional capable of independently managing complex financial and programmatic assignments within a large and evolving capital improvement program. The candidate understands the relationship between project scope, funding, financial controls, schedules, procurement, grants, reimbursements, and regulatory requirements and can translate that information into actionable analysis and recommendations for management.

The successful candidate demonstrates strong financial and analytical skills, sound judgment, attention to detail, and the ability to identify risks before they affect project delivery. They are comfortable working across organizational boundaries and coordinating with engineers, project managers, Finance, management, and external funding agencies. The candidate should be able to manage multiple priorities, interpret complex funding and grant requirements, develop effective tracking and reporting tools, communicate clearly with technical and non-technical audiences, and take ownership of assignments from initiation through completion. Experience with municipal CIP programs, capital project financial management, grant administration, transportation funding, reimbursement processes, or project controls is highly desirable.

DEFINITION


Under general supervision (Management Analyst I) to direction (Management Analyst II), performs routine to complex research and analysis in support of assigned division or department functions, operations and programs; performs budgetary, financial, and administrative analyses and carries out related processes; coordinates and administers contracts, special projects, programs, and activities; participates in the development of policies, procedures, and guidelines; and performs related duties as assigned. 


SUPERVISION RECEIVED AND EXERCISED


Receives general supervision (Management Analyst I) to direction (Management Analyst II) from assigned management or supervisor personnel. Exercises no direct supervision over staff.


CLASS CHARACTERISTICS


Management Analyst I: This is the entry level classification in the Management Analyst series. Initially under close supervision, incumbents learn and perform research and analysis in support of the assigned division or department. As experience is gained, assignments become more varied, complex, and difficult. Close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of positions at the II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.


Management Analyst II: This is the journey level classification in the Management Analyst series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Management Analyst in that the latter performs the most complex analytical work for Citywide programs with considerable impact on organizational-wide policies, procedures, and practices.


Positions in the Management Analyst class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level upon management approval, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class, subject to budgetary funds.

Some duties, knowledge, skills, and abilities may be performed/exercised in a learning capacity for entry-level (I-level) positions.


  • Assists in the development and implementation of goals, objectives, policies, and priorities for assigned functions, operations, and/or program areas; researches, implements, and administers policies, procedures, and changing business practices and processes for assigned area(s); coordinates, structures, and oversees ongoing or special programs as assigned.

  • Plans, coordinates, and evaluates assigned programs or projects; identifies projected consequences of proposed actions and implements recommendations in support of goals; organizes and prioritizes timelines and project schedules.

  • Participates in the budget development and administration for assigned area(s) of responsibility; analyzes proposed capital, operating, and maintenance expenditures; prepares reports and analyses related to impact of budgetary decisions; prepares financial forecasts; tracks and monitors budget expenditures. 

  • Creates and enters fee codes in financial system in collaboration with the Finance Department; organizes cash receipts and accounts receivables for to updates to the general ledger; research transactions and resolves discrepancies. 

  • Plans, coordinates, and evaluates activities associated with assigned contracts; participates in research and evaluation of proposed contractual obligations and agreements; prepares requests for proposals (RFPs); assists in contract negotiations and administration; monitors compliance with applicable contractual agreements.

  • Reviews and revises project specifications and contracts; verifies bid schedule quantities and technical specifications; collaborates with risk management, legal, city clerk, and purchasing officer to bid projects; responds to contractors; reviews all bid submissions; communicates bid approvals.

  • Performs a variety of professional level research, administrative, operational, financial, and analytical duties in support of assigned programs and functions within a department; performs duties in support of various administrative operations and activities within assigned area(s) of responsibility including special projects, research studies, budget analysis, and other specialized functions. 

  • Creates purchase requisitions, processes invoice payments, and accounts receivable invoices; reviews and approves claims; reviews and approves purchases within approved dollar amount parameters such as office supplies and personal protective equipment.

  • Assists in resolving operational and administration issues; identifies issues and conducts research to find alternative solutions; makes and assists in the implementation of recommendations. 

  • Prepares various public outreach and informational materials including newsletters and brochures; provides program support; preparation and review of brochures, letters, newsletters, and other publications; participates in outreach events.

  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in business and public administration and issues related to area of assignment.

  • Responds to and resolves difficult and sensitive complaints and inquiries from members of the public.

  • May provide administrative support for departments, outside agencies, and/or Commission/Committee meetings.

  • Performs related duties as assigned.

Education and Experience:


  • Management Analyst I/II:  Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, accounting, finance, or a related field.


  • Management Analyst I: Two (2) years administrative, financial, or budgetary experience.


  •  Management Analyst II: Two (2) years of increasingly responsible experience performing professional administrative, financial, and budgetary analysis in a municipal or similar setting.


Licenses and Certifications


  • Some positions may require possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver’s license. This requirement may be waived for individuals who are unable to obtain a driver’s license due to a disability.


Retired Annuitants: This is a regular full-time position. Retired Annuitants are not eligible for appointment to this position under Government Code Sections 7522.56, 21224, 21227, and 21229. Retired CalPERS members may apply only if they are planning to voluntarily reinstate from retirement.

PHYSICAL DEMANDS


Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites for some positions; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds. Reasonable accommodations will be made for individuals with disabilities who are qualified to perform essential functions of a position or positions within this classification.


ENVIRONMENTAL CONDITIONS


Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
