CITY OF KINGMAN
We are seeking a Building and Safety Inspector who will perform technical building inspection and plan review for residential, commercial, industrial, and multi-family construction, ensuring compliance with adopted building codes, ordinances, approved plans, and applicable laws and regulations. They will conduct field inspections, review construction documents, identify construction and plan deficiencies, issue correction notices, and provide technical assistance regarding code, inspection, plan review, and permitting requirements.

Education and Experience
- High school diploma or GED equivalent.
- Three (3) years of progressively responsible experience in building inspection, plans examination, building construction, or a closely related field.
- An equivalent combination of education, training, certification, and experience that provides the knowledge, skills, and abilities necessary to perform the essential functions of the position may be considered.
Certifications
- International Code Council (ICC) certification applicable to building inspection or plans examination is preferred at the time of appointment.
- Must obtain and maintain ICC certification(s) applicable to assigned inspection and/or plans examination duties within twelve (12) months of appointment, as determined by the Building Official.
Special Requirements
- Possession of a valid Arizona Driver License or ability to obtain one within a timeframe established by the City.
- Must maintain certifications required for assigned duties and complete continuing education and professional development necessary to maintain competency in building inspection, plans examination, and code administration.
- Must be able to perform the physical requirements of assigned field inspections, with or without reasonable accommodation.
- Must maintain regular and reliable attendance.
- Must be available to work assigned schedules and, when operationally necessary, overtime, weekends, holidays, emergency assignments, or call-back periods.
Necessary Knowledge, Skills and Abilities
Knowledge: International Codes adopted by the City and applicable building, mechanical, plumbing, electrical, accessibility, zoning, and construction-related codes, ordinances, laws, and regulations. Principles, practices, methods, materials, and terminology associated with building construction, inspection, plans examination, permitting, and code compliance. Construction methods, materials, systems, and stages of construction necessary to identify code violations, deficiencies, substandard materials, and improper workmanship. Construction drawings, specifications, calculations, technical reports, manufacturer installation requirements, and related construction documents. Practices and procedures for reviewing, evaluating, documenting, and processing plans, permits, inspections, and related records. Mathematical principles and calculations commonly used in building inspection and plans examination. Computer applications, permitting and inspection systems, electronic records systems, and related technology.
Skill and Ability : Read and interpret construction drawings, specifications, calculations, technical documents, codes, and regulations. Conduct inspections and plan reviews; identify code violations and construction deficiencies; and determine appropriate corrective action within established authority. Compare construction in progress with approved construction documents and applicable code requirements. Research, analyze, interpret, and consistently apply technical code and construction requirements. Prepare clear, concise, and accurate inspection reports, correction notices, plan review comments, correspondence, and records. Communicate technical requirements effectively, orally and in writing, to contractors, architects, engineers, property owners, City staff, and the public. Establish and maintain effective working relationships and provide professional customer service in difficult or sensitive situations. Work independently in field and office environments; exercise sound judgment; prioritize assigned responsibilities; and maintain effective communication and coordination with supervisors and staff. Effectively use permitting, inspection, electronic records, computer, and related technology systems. Safely perform required field activities and use required personal protective equipment.
Field Inspections and Code Compliance (40%) : Performs inspections of residential, commercial, industrial, and multi-family construction, alteration, repair, and demolition for compliance with adopted codes, ordinances, approved plans, and applicable laws and regulations. Conducts inspections involving complex or unusual construction methods, materials, equipment, and designs. Coordinates technical issues with the Building Official, design professionals, other inspectors, and appropriate parties as necessary.
Identifies construction and plan deficiencies; prepares correction notices and plan review comments; and verifies required corrections. May respond to call-back or emergency assignments as operationally necessary. Performs duties in accordance with City policies, procedures, and established safety practices.
Plan Review and Technical Analysis (30%) Reviews construction plans, specifications, calculations, and supporting documents for compliance with applicable building, mechanical, electrical, plumbing, accessibility, and related codes and ordinances. Exercises independent judgment in interpreting and applying adopted codes, ordinances, approved construction documents, policies, and procedures within established authority.Researches building codes, construction methods, materials, products, and industry practices to maintain current technical knowledge. Documents inspections, violations, corrective actions, and plan reviews and maintains accurate permit, inspection, correspondence, and related electronic records.
Coordination, Communication, and Public Assistance (30%): Interprets and explains applicable codes, permitting requirements, inspection procedures, and compliance options to property owners, developers, contractors, architects, engineers, City staff, and the public. Coordinates inspection and plan review activities with Planning and Zoning, Engineering, Fire, other City departments, regulatory agencies, and contracted service providers.
Participates in pre-application, pre-design, development, and construction meetings and provides technical information regarding building codes, permitting requirements, policies, and procedures. Assists in resolving complex or sensitive code, inspection, permitting, and customer service matters. Provides technical assistance to the Board of Appeals and testimony in administrative or legal proceedings related to assigned duties, as directed by the Building Official. Assists with the orientation and technical training of employees as assigned. Performs related duties and special projects as assigned.
